- The following changes and information are issued as an amendment to the previously released solicitation. M.4 in its entirety is re-stated along with the additions, which are capitalized: M.4 AWARD, Award will be made to the responsible offeror whose proposals, conforming to the solicitation, represent the best value to the Government, in terms of price, past performance, other non-price (technical factors). THE GOVERNMENT RESERVES THE RIGHT TO AWARD BASED ON OTHER THAN THE LOWEST TECHNICALLY ACCEPTABLE PRICE. ALL TECHNICAL EVALUATION FACTORS OTHER THAN PRICE, WHEN COMBINED, ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.
