Description
This is a small business set-aside for multiple award, indefinite quantity, multi-discipline A-E services, which may consist of preparation of preliminary studies, final designs, complete construction drawings with specifications and cost estimates, and optional Title II inspection services during construction for quality assurance, submittal and shop drawing review and approval, and preparation of as-built/record drawings. Projects will require some or all-engineering disciplines along with the necessary architectural support to be incorporated as needed. It is desirable that all expertise be available in-house to facilitate timely product delivery and for fluid communication/coordination. A-E firms submitting the qualifications will be evaluated using the following selection criteria: 1) A minimum staffing of six (6) is required in the prime firm, consisting of one (1) or more professionals licensed to practice in California in each of the following disciplines: architecture, civil engineering, structural engineering, mechanical engineering, electrical engineering, and located within a 75 mile radius of NASA-DFRC; 2) Experience in facilities electrical power distribution, security and fire alarm systems; 3) Experience in solar energy utilization and sustainable design; 4) Experience in preparation of small building (8,500 SF and under) construction documents; 5) Experience in large building renovation projects (10,000 to 20,000 SF); 6) Experience in HVAC, compressed air, hydraulics, water, and sewer systems for facilities; 7) Auto-CADD capabilities; 8) Professional qualifications of consultants; 9) Past performance on contracts with Government agencies and private industry, limited to the immediately preceding ten (10) years, in terms of cost control, quality of work, and compliance with performance schedules; 10) General stability of the firm (year in business), and capability of the firm to sustain loss of key personnel without adverse effect on current work; 11) Ability to accomplish the work in required time and within cost limitations; 12) References; and, 13) Specialized experience and technical competencies referenced in the above paragraphs shall be limited to the immediately preceding ten (10) years, A-E firms selected for negotiations made be awarded subsequent services over a period of five (5) years subject to project needs of NASA-DFRC, the A-E?s workload, and the quality of A-E?s performance on previous work. There is a $5,000.00 guaranteed contract minimum. Firms that have the qualifications to perform the services described above are invited to submit a completed SF330, Architect-Engineer Qualifications, Parts I and II, as necessary. Standard Forms SF330_SE, Extra Section E for SF330 Form, and SF330_SF, Extra Section F for SF330 Form, can be used to augment paragraphs E and F of the basic SF330 Part I. Completed SF330s must be received not later than 1:00 PM, local time, September 3, 2004. The selection will be made by using the submitted SF330. Interested firms with more than one (1) office must indicate on Part II of the SF330, the staffing composition of the office in which the work will be performed. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this procurement. No other general notification for this procurement will be made. Submissions of SF330s will not be retained or returned. This is not a request for proposal. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 541310 and $4.0 Million, respectively. All responsible sources may submit a SF330 which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
