Description
NASA/MSFC has a requirement for the performance of a Lead-Free Solder Survey Body of Knowledge Study. Tasks associated with requirements directly related to Lead-Free Solder Body of Knowledge study are currently being performed by the Joint Group on Pollution Preventions (JG-PP) Lead-Free Test Program. The JG-PP Lead-Free Test Program is a collaborative test program to determine the reliability of various lead-free solder alloys when exposed to space flight environments. This task will take existing information and provide data to support risk mitigation planning and policy development for future introduction of lead-free alloys into electronic space flight hardware. It is vital that if the transition to lead-free solder alloys is required, changes do not impact the safety and reliability of the hardware. NASA/MSFC intends to purchase these services from International Trade Bridge (ITB). This recommendation is made pursuant to FAR 13.106-1(b), for the acquisition of supplies or services determined to be available from only one source. ITB is uniquely qualified due to their current leadership of the JG-PP Lead-Free Test Program. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
