Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order with Nuclear Energy Agency (NEA) for renewal of membership services. The membership provides the NRC with full participation in all North American Technical Center (NATC) and Information System on Occupational Exposure (ISOE) activities, technical reports, and software only available to member regulatory agencies in accordance with ISOE/NEA terms and conditions. The NRC receives occupational exposure data from NRC licensees based on the reporting requirement of 10 CFR 20.2206. These data are maintained in the Radiation Exposure Information and Reporting System (REIRS). REIRS does not include international occupational exposure data or techniques and experiences by licensees and other regulators on occupational exposure reduction. The NRC uses this information to 1) compare and contrast U.S. and foreign nuclear power plant initiatives, 2) identify and adopt best-practices during common maintenance and operation procedures, 3) provide exposure trends by country, by reactor type, or by other criteria such as sister-unit grouping, 4) perform cost-benefit analysis, and 5) optimize ALARA objectives. Since the NRC and other foreign regulators use the techniques and experiences in occupational exposure reduction there is a need to establish a system for the collection and maintenance of such information. NEA is uniquely capable of providing this information. The base period of performance is one year with (1) one option year. The proposed contract action is for membership services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, all capability statements received by September 16, 2004 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System Code (NAICS) is 813920.
