Description
B.1 The Contractor shall provide all technical support and supplies as specified in Section C, to be ordered by individual delivery orders under this Indefinite Quantity/Indefinite Delivery Order type contract. B.2 TYPE OF CONTRACT The contract is structured as a firm fixed price, indefinite quantity/indefinite delivery type contract. PRICE (a) The contractor shall be reimbursed for publications at the most favorable discounted rate available but not more than the discounts offered in the contractor's proposal, plus the cost of shipping for Special/Rush orders. Shipping to ICE's Washington office and the ICE GPO warehouse is at no charge. (b) In addition, the Contractor shall be paid the fixed amount of ___% fee for each delivery order excluding the price for shipping. SECTION C -DESCRIPTION/SPECS./WORK STATEMENT INTRODUCTION C.1.1 Background of the Peace Corps Information Collection and Exchange (ICE) Resource Center. The Peace Corps is a U.S. Government Agency that sends Volunteers to work in developing nations. The ICE Resource Center, a unit of the Center for Field Assistant and Applied Research, serves as the information and resource center for the Peace Corps staff and Volunteers. ICE annually purchases more than 150 titles on topics ranging from economic development and foreign affairs to technical subjects (agriculture, education, training, environmental education, health, etc.) of interest to the Volunteers and overseas staff. The number of copies purchased varies from a single copy (occasionally) to several thousand copies (also rare), but generally the quantity is in the 25-300 range. C.1.2. The Contractor shall supply publications as ordered in an effective and efficient manner, and shall also provide a variety of associated services that support the execution and. administration of the resource center acquisition operations, and certain options in delivery. C.2 SCOPE OF WORK -ICE BOOKS AND LIBRARY PUBLICATIONS ACQUISITIONS The Contractor shall provide all services to supply books, library publications (nonserial publications), and associated acquisition support services to the ICE Resource Center. The Contractor shall provide approximate titles per year in quantities of one (1) to 3,000 copies each totaling approximately 45000 copies yearly. These materials are to be obtained from traditional domestic and foreign sources and from such nontraditional sources as Government agencies, United Nations agencies, foreign ministries, and nongovernmental and private voluntary organizations. ICE sources (publishers, distributors, producers) for materials currently number approximately 150. The bulk of materials ordered generally will be in the areas of agriculture, appropriate technology, community development, construction, education, energy, fisheries, health, natural resources and forestry, environment, small business development, special education, training, urban development, water and sanitation, youth development, and women in development. These materials will be primarily technical and training materials for use in Peace Corps projects at the grassroots level in developing countries. C.3 GENERAL REQUIREMENTS (a) Publications. Materials covered by this contract include books and other publications that are complete in one part, or, are intended to be completed in a finite number of separate parts. This contrasts with "serial" publications such as magazines, journals and newspapers, which are not covered by this contract. Varied publishing formats and/or media such as books~, reports, treatises, encyclopedias, atlases, videotapes, CD-ROMS, audio-visual materials, reprints, etc., are acceptable under this contract. (b) Firm Orders. The contractor shall supply publications in response to delivery orders from ICE. A. firm delivery order is a one-time order. for a specific title or titles in a specific number of copies (in contrast to a subscription or open standing order.) ICE will provide the following information to the contractor on a delivery order form when an order is placed: Request complete RFQ.
