Description
The ERDC-TEC intends to award a firm fixed price contract for the upgrading and modification of existing Digital Topographic Support System-light (DTSS-L) Version 2,3 & 4 (V2,V3,V4). The procurement will be awarded as a 100% Small Business Set-Aside and will be a Firm Fixed Price Contract. The resulting contract will consist of one (1) base year and two (2) option years. The DTSS-Light consists of image editing/processing hardware and software, terrain analysis software, communications equipment, plotting and scanning devices housed in an environmentally controlled Light Weight Multipurpose Shelter. The shelter is placed on a transporter (High Mobility Multipurpose Wheeled Vehicle-Extra Capacity Vehicle) which tows a 10kW generator. The DTSS-L is capable of performing numerous terrain analysis functions and the generation/execution of various terrain models. The contract or will be responsible for implementing all hardware upgrades and modifications, as detailed in the Statement of Work, on existing DTSS-L configurations. The Army intends on upgrading up to sixteen (16) V2 DTSS-Ls in the base year and up to 32 DTSS-Ls in two option years. Hardware components that will be upgraded /modified include the workstations, server workstation, tent interface panel, RAID systems, switches, and scanner. The contractor will also be responsible for modifying/removing existing equipme nt mounting structures and component cabling/wiring. Existing DTSS-L systems will be provided by the Government for modification by the Contractor. The Contractor will also be responsible for contractor equipment testing; Government First Article testing ; updating the DTSS-L technical manuals, lesson plans and drawing package; validation/verification of the updated manuals; and training classes. The upgrade configuration will be controlled by a Statement of Work and a Purchase Description. Drawings, Tec hnical Manuals, and Lesson Plans of the existing V2, V3 and V4 DTSS-L configurations will be provided as reference material for any potential offeror and will be available at the pre-proposal conference. THIS ACTION IS A 100% SMALL BUSINESS SET-ASIDE. The schedule Request for Proposals (RFP) release date is on or about 3 June 04. The anticipated contract start date is 1 Oct 2004. The RFP will be released via the USACE VICKSBURG DISTRICT Homepage at http:www.mvk.usace.army.mil/contract/ and can be loca ted by clicking on Advertised Solicitations. It is the offerors responsibility to check the web site periodically for any amendments to this solicitation. It will also provide response to offerors questions received before the pre-proposal conference. A pre-proposal conference will be held in Virginia as part of the solicitation process and details will be furnished to potential bidders as part of the solicitation or shortly after release of the solicitation. This conference will provide a description of the DTSS-L requirement.
