- Description
- The Office of Personnel Management in Washington, D.C. will be issuing a Request for Proposal (RFP) that will lead to the establishment of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for online training, products and services in support of the Government Online Learning Center (GoLearn). GoLearn is responsible for providing the full spectrum of web-based human capital performance (e-HCP) tools and the full range of web-based training content, including academic, technical, executive and organizational development courses to federal employees. The purpose of the IDIQ is to obtain online training services, web-based Human Capital Performance tools, educational instruction and the supporting technology and services needed to enable government employees to achieve training and educational goals. The contractors will be responsible for providing services associated with one or more of the following niches: Learning Management System/Learning Content Management System (LMS/LCMS); Training Content (COTS Courseware); Web Collaboration Software; Integration, Web Hosting, Customization and Implementation Services; Licensing, Credentials, and Online Academic Degrees; Consulting, Transformational Change Management; and GoLearn Staff Support. The IDIQ will have a performance period that includes a base year plus four one year option periods. The RFP will be available exclusively for download electronically no less than forty five (45) days after the date of this posting through the Federal Government’s procurement Website (http://www.fbo.gov). The LMS/LCMS niche will be set aside totally for small business. The NAICS code for this niche is 541511 (Custom Computer Programming Services). For this niche a company is considered small if it has gross average annual sales for the proceeding three years of less than $21 million. All responsible small businesses may submit an offer that will be considered for this niche. The NAICS codes for the remaining niches are as follows: Integration, Customization/Implementation Services – NAICS Code 541512 -- Computer Systems Design Services -- small business size standard is $21 million; Consulting, Transformational Change Management – NAICS Code 541611 -- Administrative Management and General Management Consulting Services -- small business size standard is $6 million; Web Hosting – NAICS Code 518210 -- Data Processing, Hosting, and Related Services -- small business size standard is $21 million; Licensing, Credentials, Online Academic Degrees – NAICS Code 611310 -- Colleges, Universities, and Professional Schools -- small business size standard is $6 million.
