Description

Sources Sought For FDA Research Services Library Serials Contract This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to identify qualified sources, including 8(a) sources and small businesses who have the interest and ability to handle a serials contract for the FDA Library with more than 2,600 print titles including online access when available. The Food and Drug Administration (FDA) intends to award a fixed price contract for a base year and 4 option years to be administered centrally from the Main Library at 5600 Fishers Lane, Rockville, MD 2085 for the Main Library and its 3 branches, including: the Center for Devices and Radiological Health (CDRH) Branch, Rockville, MD., The Center for Food Safety and Applied Nutrition (CFSAN) Branch, College Park, Maryland, the National Center for Food Safety and Applied Nutrition (NCTR) Branch, Jefferson, Arkansas. While the contract is administered centrally, there are 25 separate delivery orders with separate invoices and more than 100 additional ship-to addresses. All invoicing will be handled in the Main Library. This advertisement seeks to identify interest from potential Contractor's for the FDA Library Serials Contract. This is not a request for a formal proposal. Contractor's who qualify for this contract must demonstrate a thorough understanding of the technical requirements of the serials subscription services; have the required experience and facilities to provide efficient, quality services, whose past performance demonstrate reliability, business stability, and professionalism; and whose process represents a cost savings for the government. The FDA Library heavily depends on automation to meet the needs of its users. We expect enhanced electronic support services from our serials vendor to include: Access to electronic publications (e-journals) and related systems for managing access to electronic subscriptions and articles via the web; Integrated Library Systems (ILS) integration services, links, resolution and management, access to and management of information about customer’s licenses, and special customized collection reports; Web access tools to order, renew, claim and invoice both print and electronic titles. Order and renewal services include placing new and renewal orders for subscriptions in all media and pre-paying publishers. The Contractor must demonstrate the financial capability to prepay publishers for serial subscriptions. Contractors shall pay all regular subscription orders in advance, prior to submission of first invoice to the customer. Rush orders shall be submitted to the publishers within 24 hours. Orders must be placed with publishers within 5 working days from receipt of the reviewed and edited title list. Responses must reference number 223-05-9903 and include the following: (1) name and address of firm, (2) type of business (i.e.: small business, small disadvantaged 8(a) certified, woman-owned small business, small disadvantaged business (not 8(a) certified), veteran-owned small business, large business), (3) two points of contact: name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS code, (6) contractor’s capabilities statement: should summarize experience and knowledge relative to the following general areas as it relates to the scope of work, (7) list of customers covering the past 5 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor.
