Description
An acquisition utilizing Best Value/Source Selection procedures is anticipated for the purchase of Cap, Patrol, Army Warrior, Combat Uniform. The applicable specification with corresponding pattern is: FQ/PD 04-14 with pattern date May 1, 2004. Proposed buy will result in a negotiated Indefinite Delivery Type contract with a minimum purchase quantity of 1.5 million each, maximum quantity of 2.4 million each. A technical proposal with Product Demonstration Model (PDM), documentation relative to Past Performance/Experience, Bill & Hold, Socioeconomic Plan (unrestricted portion), DLA Mentoring Business Agreement (MBA) and Javits-Wagner-O'Day (JWOD) Plan. Destinations: New Cumberland, PA (DDSP) There will be a base year and four-one year term option portions available on resultant contract. All materials used in the fabrication of these items are to be furnished by the successful offeror(s). Availability of solicitations under FAR 5.102(d) applies as our office no longer issues solicitations in paper form. Offeror MUST register to receive notification of this solicitation. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home. From the Gateway home page, select "Search RFPs" from the left hand sidebar. Then choose the RFP you wish to view. Amendments to this solicitation if any, will be available on the Gateway. In addition, copies of the solicitation can also be found on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil. Click on the "RFP/IFP link, then click on the "View all RFP/IFBD" button. The Gateway and the DIBBS web sites will send all registered users an e-mail notification when solicitations are available for downloading. Gateway technical assistance is available at admin_support@pgmail.daps.mil IMPORTANT NOTE ON FOREIGN CONTENT: The Defense Appropriations and Authorization Acts and other statues (including what is commonly referred to as The Berry Amendment) impose restrictions on the DOD's acquisition of foreign products and services. Generally Clothing & Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014 must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
