***********THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT BUSINESS IN GERMANY. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.******************************************************* THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED 1. GENERAL INFORMATION This statement of work includes the general requirements to replace the Polywall blocks in the indoor shooting range Bldg 605 at Spangdahlem Air Base. Work will include furnish and install of new Polywall blocks on back wall. All detailed design work will be accomplished by the prime contractor and approved by the Maintenance Engineering office before construction starts. It is the responsibility of the contractor to dispose of these Polywall blocks contaminated with lead or metal, at a proper disposal site off base in accordance with German disposal laws. The contractor will furnish proper documentation on disposal of Hazardous waste to the US Government in accordance with German directives. All safety items in all areas of construction are the responsibility of the prime contractor. All usable material must be turned in to DRMO or to the BCE holding area. Base Foreign Object Damage (FOD) rules shall apply to all contractor personnel and equipment. All work must be accomplished according to German VOB and DIN regulations and the VDE regulation 0100. 2. ITEM NO: DESCRIPTION a. Furnish and install on back wall in indoor range in Bldg 605, 4X FY 04 approximately. 150 ea Polywall blocks trapezoid 25 x 40 (67) x 14 cm 50 ea Polywall blocks 50 x 50 x 7 cm 1 ea Polywall blocks 100 x 100 x 3 cm 1 ea Polywall blocks 100 x 50 x 3 cm 1 ea Polywall blocks 50 x 50 x 3 cm b. Transportation, labor, Motel,Extras, 4 X FY 04 c. Clean working area after installation. 3. SUPERINTENDENCE BY CONTRACTOR. The contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms of the contract. 4. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. Develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. 5. QUALITY ASSURANCE . According to the Inspection of Services clause, the government will evaluate the contractor?s performance using customer complaint and periodic surveillance methods of surveillance. 1 6. GOVERNMENT REMEDIES. The contracting officer shall follow AFR 52.212.4, Contract Terms and Conditions - Commercial Items (May 1997), for contractor?s failure to perform satisfactory services or failure to correct non-conforming services. 7.
