- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12 supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being required and a written solicitation will not be issued. The Regional Contracting Office, NE currently has a requirement for conservatin services and preservation treatment for library's holding of the first four volumes of Leatherneck magazine dating from the years 1918 - 1922, treatment for each of the four volumes. The comtemplated acquisition is for preserving the library's holding of the earlies years of Leatherneck Magazine. These holdings are irreplaceable, very fragile from aging, and are consideredquite rare. This treatment for the pages is to include collation, disbinding, aqueous of non acqueousdeacidification as appropriate to their condition, along with possible elining and encapsulation. Conservation treatment for each of the four volumes will be similar. Conservation treatment will include the following steps: Document condition of material in writing and with photographs, collate if necessary, surface clean to remove loose dirt, test solubility of links, measure the pH of paper before and after treatment, disbind, separating into individual leaves, treat as necessary to remove pressure sensitive tape, glassine tape. Wash pages to clean and reduce acidity of paper. Alkalize pages by imersion in calcium hydroxide to protect paper from formation of acid in the future. Alkalize pages with water sensitive coatings and sizes, nonaqueouslly using a suspension of magesium oxide in a perflouro compound (Bookeeper) Mend tears only when necessary. Line very weak damaged leaves with japanese paper and starch past! e. Encapsulate each leaf in polyeste film. Place leaves in small groups in pH neutral folders and house in commercial drop front sotrage boxes. Title boxes using computer generated paper lables to client's specifications. Create preservation microfilm of each volume which will give researchers access to the contents of the magazines and protect the origional copies. These treatments apply to all four volumes of leatherneck Magazine. At least three references shall be provided with the response to this request for quotation. Samples for evaluation shall accompany the response to this request for quotation. In accordance with FAR 12.206 past performance data from a wide variety of sources both inside and outside the federal government is an important element of evaluation for award. Proposals will be evaluated by qualifid personnel. Each proposals will be reviewed, and evaluated on its own merits. Selection will be to the responsible offeror whose offer, conforming to the solicitation requirement is determined to be the best value, and best suit the needs of Marine Corps Library.
