- Description
- The General Services Administration is requesting proposals from renewable electric generation suppliers to provide renewable energy certificates (RECs) to GSA?s Mid-Atlantic Region. The successful offeror will supply RECs for a contract term of one (1) year beginning on October 1, 2004 with two one (1) year option periods available. An additional extension period of up to six (6) months is available. The solicitation requests pricing for 20,000,000 to 50,000,000 kWhs per year of RECs. For the base and each option year, the Government will select the volume required from within the range of the priced RECs. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per kWh for RECs and meets the solicitation's minimum technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on September 8, 2004 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on September 14, 2004 no later than 10 a.m. This procurement is being conducted on an unrestricted basis.
