Description
The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Miami Springs, FL, intends to procure labor services for cleaning animal stalls on an on-call basis, for the period beginning October 1, 2004 through September 30, 2005. Submit faxed quotations to “Purchasing Section,” at (612) 370-2136, Attention Joanne Mann. QUOTATIONS ARE DUE JULY 8, 2004, BY 10:00 a.m. central daylight time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-24. Contractor shall have a security background check performed on laborers to be used for this requirement before award, in accordance with the Miami Dade Aviation Department requirements. Instructions available at the following website: www.ccr.gov SPECIFICATIONS: Temporary laborer to be called in, on an as needed basis, to perform specific cleaning tasks of animal stalls in order to accept animals into the Miami Animal Import/Export Center quarantined area. All work performed shall be in accordance with the USDA standard of operations. IMPORT CENTER: The assigned laborer will clean and disinfect horse stalls after animals have been released from quarantine, and prepare the stalls before incoming animals arrive in the Import Center. Cleaning of the stalls shall consist of: removal of all manure, hay, straw, shavings and old feed from stalls after horses have been released from the quarantined area. This waste will be put into plastic bags provided, tied up, and put into a dumpster or into the front loader of the USDA Bobcat for a USDA employee to deposit into a dumpster. The assigned laborer will wash and disinfect all stalls with USDA provided disinfectant. The assigned laborer shall prepare each of the empty stalls for the arrival of horses into the import center quarantine area. Preparation of each stall shall consist of: Cover the stall floor with 2 to 4 inches of straw or shavings; put ¼ to ½ bale of hay in the hay racks; and fill one 5-gallon bucket with fresh water. All hallways and entrances to the barn shall be cleaned and disinfected, as requested. EXPORT CENTER: The assigned laborer will clean and disinfect all stalls, pens, hall ways, entrances, ramps, and scale after animals have left. Cleaning is defined as: Removal of all manure, straw, shavings, hay and food. The waste shall be put into the front loader on the USDA Bobcat for a USDA employee to deposit into the dumpster. Prepare stalls and pens for the arrival of animals as follows: Put 2 to 4 inches of straw or shavings in the pens and stalls; put ¼ to ½ bale of hay in the hay racks; and fill water buckets and tubs with fresh water. The number of laborers required cannot be determined due to the fluctuation of the arrival and departure of animals for either the Import Center or the Export Center needs. On-call hours may require second shift scheduling. Workload shall be determined by incoming shipments of animals. This requirement does not include the operation of any equipment. Uniforms or coveralls and boots will be provided by USDA and must be worn. Biosecurity standards of operation (SOP) shall be adhered to as per the training which shall be given by USDA. Biosecurity standards include showering both into and out of the facility. A copy of the biosecurity SOP is attached. Peak season for animals arriving in the United States for quarantine are October through March. It is anticipated this new facility will be in operation with up to 84 horse stalls. Period of performance will be from October 1, 2004 through September 30, 2005. The Department of Labor wage determination 1994-2119, Revision 24, 10/19/2003, applies to this requirement. Contractor shall have a surge capacity of up to 6 additional employees to be called in should the workload require additional workers. The contractor shall be given a 24 hour notification for the services and the number of laborers required. In the vent of unusual or emergency situations, notification may be less than 24 hours. The resulting purchase order will consist of one line item, based on a unit price of labor hours. A minimum of 500 hour is guaranteed, and up to but not to exceed 3,000 hours maximum. OFFERS SHALL BE SUBMITTED BASED ON A PRICE PER HOUR. Award shall be based on the lowest price technically acceptable to the government, price and other factors considered, price and past performance are equal in importance.
