- Description
- The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the National Institute of Building Sciences (NIBS), Washington, D.C. under the authority of 41 U.S.C. 253(c)(1) ? Authorized or required by statute. NIBS will provide services to convene a series of workshops, task groups, and consultations for this requirement. This requirement addresses primarily actions directed towards facilitating the implementation and maximizing the impact of proposed changes to building- and construction-related practices, guidelines, standards and codes to come out of the WTC investigation and the Research and Development Program. This sole source procurement with NIBS is justified based on their unique capabilities and proven track record in facilitating successful technological and regulatory issues. NIBS is a non-profit, non-governmental organization authorized by the U.S. Congress in the Housing and Community Development Act of 1974 and is uniquely qualified to provide the facilitation required to bring all sectors together in workshops or task groups for the exchange of information and views in identifying mutual issues. The Government anticipates the award of a firm-fixed price (FFP), indefinite delivery, indefinite quantity (IDIQ) contract for a base year and four (4) one-year options to begin on or about September 20, 2004. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5.
