Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Knowledge Networks for data collection to support an economic analysis of offshore marine protected areas in the Northeastern United States. An absolute requirement of this research is that the sample of the general public who is chosen to receive the questionnaires is selected using statistically valid stratified random sampling techniques. Equally important, the response rate (i.e. the percentage of the sample who responds completely) must be high in order to preserve the properties of the stratified random sample. These statistical requirements are necessary to ensure that the data collected by the survey are truly representative of the general public and, therefore, can legitimately be used to assess the economic value (benefits) of marine protected areas (MPAs) through federally mandated regulatory impact analyses. Knowledge Networks is the only known company who provides a scientific probability sample of US households in a research panel that uses computer-based methods. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 20, 2004. Written requests for additional information may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
