- Description
- This is a combined synopsis/solicitation for Evaluation of the NIDA/IRP Clinical Program. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% small business set-aside. The Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) conducts multidisciplinary research involving residential and non-residential clinical human studies. The NIDA IRP is turning to an outside contractor for a Good Clinical Practices (GCP) evaluation and audit of their Clinical program. It is the intent of the NIDA IRP to contract out for clinical quality assurance of all current clinical operations, clinical data management, including the verification of information technology integrity, and other quality management practices. The selected Contractor shall be a consulting services firm which specializes in delivering comprehensive assessments relating to evaluating and auditing of Clinical Research programs. The Contractor shall have extensive experience in providing clinical quality consulting services to both public and private sector organizations. The purchase order will be awarded as a Firm Fixed Price Purchase Order. The evaluation of quotes and the determination as to equality of the service shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating and securing any information, which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as part of their quote all descriptive material necessary for the purchasing activity to determine whether the products meet all salient characteristics of this requirement. The Government will award to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: The ability to meet requirements and price. Acceptable offer must show the offeror can meet the requirements of the Government. The following FAR provisions and clauses apply to this solicitation: 52.212-1 Instructions to Offerors, 52.212-3 Representations and Certifications, and 52.213-4 Contract terms and Conditions-Simplified Acquisitions (Other than Commercial Items), including clause incorporated by reference under section (b); This procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13. All quotations must be submitted by mail to: NIH/NIDA/IRP, Attn: Roger W. Remsburg, 5500 Nathan Shock Drive, Building C, Room 133, Baltimore, MD. 21224. All quotations must be received on or before September 20, 2004 4:00 P.M., local time. No facsimile or e-mail quotes will be accepted. No phone inquiries. All responsible sources will be considered.
