Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requires the resurfacing of the existing asphalt base which will involve sweeping, cleaning, leveling and filling the existing cracks and then adding 1 ? ? of new, type ?E? asphalt on top of the existing base.The area to be resurfaced is approximately 39,750 sq yards, see attached statement of work. The following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors?Commercial Items; FAR 52.212-3, Offeror Representations and Certifications?Commercial Items; FAR 52.212-4, Contract Terms and Conditions?Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders?Commercial Items.This announcement is the only solicitation to be issued. The NAICS code is 237310. ATF will award this requirement on an all or none basis. Small businesses are preferred, but not required. Award will be made to the offeror based on best value in the order of technical capability, past performance and price for the government. Award will be based on meeting the technical specifications listed within the statement of work on an All or None basis, and the best value to the government. The government may elect to pay a cost premium to select an offeror whose ratings on non-cost evaluation factors (e.g. technical quality and past performance) are superior. A ?premium? is defined as the cost difference between the lowest evaluated cost of a technically acceptable offer and a higher priced offer deemed to be superior from a Technical Quality and / or Past Performance standpoint. This award will be made utilizing simplified acquisitions and procedures under FAR Subpart 13.5. Quotes must include price, best delivery time, and product literature information.
