- Description
- The Department of Justice, Justice Management Division, Library Staff, intends to procure for the Department of Justice, Economic Analysis Group, a commercial product which provides access to multiple high quality electricity industry databases. The data will be used by lawyers, economists and researchers in merger and civil non-merger investigations. The databases must cover production costs, wholesale and retail sales, plant capacity, control area load and peak demand data, ISO prices, information on the status of planned generation, and non-ISO prices. The product must provide functionality in the following areas: ability to easily query the database and ability to easily export files. In addition, the product must be integrated onto a single platform and data must be rigorously checked for accuracy. Access will be for two users. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and included with any and all quotes submitted in response to this synopsis. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are hereby incorporated by reference. FAR Clause 52.212-2 Evaluation - Commercial Items is made available as an attachment (Attachment 1) and provides the basis for evaluation and award. All referenced FAR clause may be copied at www.arnet.gov/far. The product procured under this synopsis must comply with the Section 508 Accessibility Standards appropriate to the format of the product (see www.section508.gov). Interested parties must submit a written quote detailing product information, a statement of how compliance with each evaluation criteria will be met, and price. Telephone calls will not be accepted, as no solicitation document exist.
