- PROJECT DESCRIPTION: The Federal Aviation Administration (FAA) has a requirement to Replace the Cooling Towers at the New York TRACON in Westbury, New York. Work includes approximately 65% mechanical installation work, 25% electrical and controls installation work and 10% miscellaneous work. Security background checking/fingerprinting of construction personnel is required. The estimated price range for construction is between: $300,000.00 and $350,000.00 Purpose: The purpose of this Screening Information Request (SIR) is to obtain information that will allow the FAA to identify qualified potential offers. Screening decisions will be based on the Evaluation Criteria stated below: Upon completion of the pre-qualification process qualified contractors who receive a score of 80% or better will receive the Request for Offer (RFO). Failure to provide this information shall eliminate the contractor from receiving a RFO. Companies that fail to demonstrate their financial capability will automatically be disqualified from the process. A. Technical Experience: 1. Work in a 24/7/365 critical facility where interruptions of the operation are prohibited, such as a hospital, air traffic control facility, etc.: 2. Experience with installing cooling towers and other mechanical HVAC equipment: 3. Experience with electrical and control installations for mechanical HVAC equipment: 4. Work at FAA facilities during the past 5 years: B. Past Performance: Please provide the following information for past performance evaluation. A list of the last three (3) prime contracts completed during the past five years similar in size, complexity and scope, and all prime contracts currently in progress (dates awarded, started and anticipated completion dates). Contracts listed may include those entered into by the federal government, agencies of state or local municipalities and commercial customers. Include the following information for each prime contract: 1. Name of contracting activity 2. Contract number 3. Contract description 4. Total contract value 5. Contracting officer, name, address and telephone number 6. Two (2) references from the owners or the owner's representative for each project. 7. List of major subcontractors. C. Financial Capability Firms shall prove that they have sufficient financial resources/rating required to complete a project of this magnitude. The following information shall be provided: 1. Bonding 2. Insurability _ Liability-Property in the amount of $5,000,000 single limit Automobile $5,000,000 per occurrence 3. Credit worthiness/history Basis for Award This is a Best-Value procurement. Technical Experience 80%, Past Performance 20% and cost will be used for the basis of award. This Screening Information Request (SIR) is the first step in qualifying potential offerors for award. Contractors who qualify under this SIR will receive the Request for Offer (2nd SIR). The Government reserves the right to award on initial offers without discussion or to conduct one on one discussion with one or more offerors. The Government is seeking offers that provide the best combination of quality and price in order to select the greatest value or best buy/offer. Therefore, award may be made to other than the lowest offered.
