Description
HQ AFSOC is attempting to identify all companies interested in seeking Rescue Sub Center (RSC) Designation. Under a no-cost agreement to the Government, the contractor will receive designation as a RSC of the Air Force Rescue Coordination Center (AFRCC), and the contractor will receive a connection to AFRCC virtual private network for receipt of COSPAS-SARSAT alerts caused by activation of distress alerting beacons sold by the contractor or its agents. The contractor will be required to meet or exceed the general responsibilities and major actions required in the Statement of Work (SOW) to include: o Bearing all costs for initial certification, annual inspections, software and or hardware modification, and to contract separately with EMS Technologies as required. o Subject to the MOAs/MOUs between the AFRCC, the States and other SPOCs which establish formal relationships. o 406 MHz beacons marketed and sold by the contractor must conform to the intent and specifications as required by the Title 47 of the Code of Federal Regulations Parts 80, 87, and 95 as well as be COSPAS-SARSAT Type Approved. To receive designation as a RSC the contractor must meet the requirements as stated in the attached SOW. A ?Determination of Responsibility,? as defined in FAR Part 9.104-1, shall be made on Contractors prior to contract award. Should a prospective Contractor be found non-responsible, that offer shall be rejected and will receive no further consideration for award. Responsibility will be determined by the Contracting Officer (CO) by analyzing the Offeror?s capability to perform (including financial resources or the ability to obtain them, and necessary organization), using information provided in the proposal and any other source(s) required to make this determination. Multiple contractors can be designated as RSC?s and receive a connection to AFRCC virtual private network.
