Description
A site visit for this procurement is required and scheduled for 19 August 2004, 10:00 am., Bldg. 681, Directorate of Contracting, USMA, West Point, NY 10996. Contact Sherry Deyo at sherry.deyo@usma.army.mil of your intent to attend the site visit. Performance of this contract will be at the U.S. Military Academy, Bldg. 849, West Point, NY 10996. Mechanical Scope: The contractor shall furnish and deliver one (1) new Gravity Thickener with 3 HP VFD drive, capable of processing 24,000 gallons of slud ge in a 5 hour period currently. With the capacity of 36,000 gallons in a 5 hour period during maximum requirements and future needs. The Gravity Thickener shall fit in existing sludge thickening facility. The contractor shall furnish all labor, materia l and equipment to accomplish the following: open the rear of the building; install a ten-foot (10 ft x 10 ft) door with chain opener; disconnect the existing piping and electrical from the present unit; rig out, remove and properly dispose of the existin g unit and disconnected piping; remove and properly dispose of the existing polymer tanks; rig in the new gravity thickener unit; fasten the new gravity thickener unit to the existing base; remove and properly dispose of the pedestal base for the existing discharge sludge pump; remove existing discharge sludge pump (new discharge sludge pump shall be part of new gravity thickener unit); connect the supply, discharge, water feed, and drain piping. Electrical Scope: The contractor shall furnish all labor, m aterials and equipment required to disconnect wiring to the existing sludge system for system removal; install a 500-Ampere, 480-Volt, 3 phase feed with ground, from existing 480-Volt motor control center to the new gravity thickener unit??????s control pa nel; install wiring, from the new gravity thickener unit??????s control panel to the new sludge discharge pump; operate and test the system. Other Tasks: The contractor shall furnish all labor, materials and equipment required to operate and test the new gravity thickener unit and train personnel on the Operation and Maintenance of the unit; provide removal of the sludge during replacement. Non binding estimate is 20,000 gallons per day for period of construction. Replacement sequence and timing is to b e provided by offeror. New thickener system should be online within 7 days of the old system being removed from the wastewater process. Completion of project no later than 17 weeks after award of contract. All conduits to be rigid galvanized steel and a ll wire to be copper type THHN/THWN. All electrical work shall be performed in accordance with the National Electrical Code (NEC) and local requirements. All work shall be performed in a workmanlike manner and with quality materials. The Government will furnish the following: Large rocks at the rear of the building to be moved; fence opening to be provided; existing unit to be washed down and cleaned out; existing polymer tanks to be cleaned and emptied; the existing sludge feed pump will remain as is e lectronically and will not be tied into the new thickener units control panel. This procurement is 100% set aside for small business (see numbered note 1). All responsible sources may submit an offer which will be considered.
