- This is a COMBINED SYNOPSIS/SOLICITATION - Seed Purchase - NAICS CODE: 115112 Soil Preparation, Planting and Cultivating. Refer to the SF1449 posted on the web and only on line quotes will be accepted. (FAC 2001-21) Seed Quality and Delivery Specifications and Collection Area and Elevations 1. Seed will be cleaned in such a manner as to insure no noxious weed seeds, and no more than 0.5% other weeds are present in the collections. This includes but is not limited to noxious weed such as yellow star thistle, Scotch thistle, Canada thistle, whitetop, knapweeds, toadflaxes, perennial pepperweed, medusahead, and other weeds such as cheatgrass, tumblemustard, Russian thistle, and tansymustard. 2. The Contractor will have all seed lots tested for weeds, purity, and germination by a State Certified Lab within 30 days of delivery to the BLM. Copies of Seed lab. Test results will be furnished to the BLM Contracting Officer, and Technical Representative. Contractor is responsible for the cost of seed testing. Each bag will be properly labeled with this information as well as species and seed lot prior to shipping. 3. Upon arrangement with the Contracting Officer and Technical Representative, seeds will be delivered to the BLM Wareyard, 5th and Cedar Streets, Susanville, California at Contractors expense in standard 50 lb. seed bags (20" x 30" approx.). A label must be attached to each bag, stating the name and address of the shipper, the weight, kind, variety, purity, germination, source of origin of the seed, lot number, and purchase order or contract number, and the name and amounts of all weed seed therein. Cost of the bags, labeling, must be included in the quoted price. The weight of the bags must not be included in the stated weight of the seed delivered. Seeds will be delivered no later than dates listed per species. The Contracting Officer's Technical Representative will be provided a minimum of 24 hours advance notice prior to actual seed delivery. 4. Seed tests -Tetrazoleum germination tests are required and the results thereof will be considered as the official test results for the seed tested. 5. Seed purchased under this purchase order or contract should meet the following purity and germination standards: Squirreltail, and bluebunch wheatgrass- 85% purity, 70% germination. Sagebrush - 12% purity, and 75% germination. 6. The term "pure live seed" means the product of the percent germination plus hard or dormant seed, or percent germination from tetrazoleum tests, (total viability) multiplied by the percent of pure seed. All percentages are expressed as a whole numbers. (%Pure Seed x %Total Viability (germination + hard or dormant seed) = Pure Live Seed). 7.Debearding: Bluebunch wheatgrass, and bottle brush squirreltail seed shall be processed and cleaned so that the individual seeds have 1/4" or less in length of the awn remaining. Seeds can be collected at the proper elevations per species on BLM administered lands within the Eagle Lake Field Office (ELFO) area that is bounded on the north by that portion of the Madeline Plains within the ELFO area, on the south by Honey Lake, on the east by the Smoke creek Desert, and the west by Highway 139, except as noted below (See attached map). Seed may be collected or delivered from existing stock as long as it was collected from within the area and elevation designated in the attached specifications, and seed viability testing has been performed by a certified laboratory no later than 30 days prior to delivery. Exception areas within the bounds described above where seed may not be collected are the Black, Horse, Smoke, and Rush fires. These areas will be marked on the more detailed map provided to the successful contractor, or contractors. If your CCR registration is marked incomplete your offer will not be considered. It is your responsibility to register on line at http://www.ccr.gov. The solicitation is posted electronically at http://ideasec.nbc.gov/. Close date will be, August 22, 2004 at 11:59 pm EST. No hard copies will be mailed, all quotes must be received electronically.
