- The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (VS) at Kirtland AFB NM, is interested in receiving proposals from all offerors for the development of conceptual designs, and a systems and component technology assessment for those conceptual designs, for a wide-field of view, design, fabrication, and demonstration of a brass board terminal assembly to a Technology Readiness Level (TRL) of 5 no later than October 2006 for multi-access space-based laser communications capability. Additionally, an option that continues full size and functionality terminal prototype development and qualification to a TRL of 6 no later than September 2008 shall be included in the proposal. This effort will be in support of the MAWFEA MALST (Multi-Access Wide Field of View Enhancement ActivityLaser Space Terminal) program at the Space Vehicles Directorate. The overarching goal of this activity is to develop an all-electronic, MEMS, Holographic Optical Element, or hybrid multi-access laser communication beam steering system with a TRL of 6 by 2008. This activity is being divided into a conceptual design development and technology assessment phase, and a second phase for technology and system development to a TRL of 6 and delivery of a full-scale brassboard by 2008. This BAA is a call for proposals for the first phase of this activity, the goal of which is to develop conceptual designs and evaluate the technical feasibility and risk of these conceptual designs. This purpose of this first phase is to enable define the path for a second phase of this activity which will consist of technology and system development efforts. Teaming between component technology developers and systems developers is encouragedAt the successful completion of the both the basic and optional effort, the technology is expected to be transitioned to the Transformational Communications MILSATCOM (TCM) space segment to procure and fly the terminals on increment 1b of the operational space segment.
