Description: TACOM proposes to issue, on an other than full-and-open competition basis, a cost reimbursement only (no fee) contract to conduct advanced research aimed at innovatively solving fundamental, critical low temperature energy and environmental problems for both military and commercial vehicles. The research will address key vehicle components and will include five interacting tasks examining low temperature phenomena within: engine combustion environments, alternate fuels, engine tribology, fuel cells, energy storage- including batteries, and natural environmental low temperature testing of military and commercial vehicles. Building upon existing unique Contractor knowledge and experimental laboratory/test environment facilities, the Contractor shall p erform fundamental research in the low temperature phenomena area for both military and commercial vehicles/components using new analysis and diagnostic techniques which build upon an existing expertise and low temperature equipment resource that has been previously, comprehensively demonstrated for both military and commercial ground vehicles. RDT&E funding will be utilized for this action. Note 22 applies
