Description

Point of Contact: Arthur Tuttlebee, Contract Specialist, (817) 886-1057. Work consists of replacing the existing evaporative cooling HVAC systems with refrigeration type systems, remodeling latrines, painting and refinishing, flooring replacement, adding electrical power outlets, replacing interior plumbing lines, exterior refi nishing, providing shadow boxes on windows, and other misc. items. SWF will utilize the cascading evaluation preference approach. SWF will award one contract on a competitive basis to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a Section 8(a) award, SWF will award one contract on the basis of full and open competition from among all responsible, responsive bides received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concerns price. Estimated Construction Range: Between $5,000,000 & $10,000,000. Solicitation will issue on or about 23 August 2004. Bids will be due on or about 22 September 2004 at 2:00 p.m., central time. Duration of project 490 calendar days. The North American In dustrial Classification System (NAICS) Code applicable to this project is 236118. Small Business Size Standard is $28,500,000.00. This is CASCADING solicitation. All qualified business concerns may submit offers. Offers from large business firms must c omply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontracting amount to be placed with the follo wing: Small Business 57.2%; Small Disadvantages Business, 10%; Women-Owned Small Business, 10%; Service-Disabled Veteran-Owned Small Business, 3.0%; and HUBZone Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
