Description
The Primary Point of Contact for this project is Barbara J. Zimmer, (817) 886-1052, FAX (817) 886-6407 Barbara.J.Zimmer@swf02.usace.army.mil Project Title: Modularity Facility, Fort Hood, Killeen, Texas The project consists of Construction of utilities and pavement at various sites on Fort Hood to support re-locatable modular and permanent pre-engineered buildings. Design and Procure and install re-locatable modular structures and pre-engineered permanent structures to provide a mix of temporary and permanent barracks, office administration, storage, vehicle maintenance, and weapons storage. Design and renovate existing permanent buildings into office administration and storage space. Renovation includes a sbestos and lead-based paint abatement. Procure furniture for modular and permanent structures. Move personal property within Fort Hood. Required Schedule: MID DECEMBER 2004 (78 MODULES IN PLACE - 120,000 SF, 4 BUILDINGS RENOVATED - 60,000 SF); BY END D ECEMBER 2004 (30 ADDITION MODULES - 46,000 SF, 5 METAL BUILDINGS - 25,000 SF); BY MID JANUARY 2005 ( 42 ADDITIONAL MODULES - 64,000 SF, 10 ADDITIONAL METAL BUILDING - 50,000 SF) Production after mid January 05 at 3 modules/day, one metal building every da y, four building renovations every six weeks. Project completed October 2005. Estimated value is the Defense Federal Acquisition Regulation Supplement stated Range between $25,000,000 and $100,000,000. The plans and specifications will be issued on Compa ct Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government res erves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or do wnload this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Single Face to Industry website at http://acquisiti on.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comply with FAR Clause 52.219-9 regarding the requir ement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2; Small Disadvantaged Busin ess, 8.9; Women-Owned Small Business, 8.1; American Veteran-Owned Small Business 3.0 (Including Disabled American Veteran-Owned Small Business); and HUB Zone Small Business, 3.0. The North American Industrial Classification System (NAICS) Code applicable t o the project is 236210, Construction Management Firms that corresponds to SIC Code 1541. The Small Business Size Standard is $28.5 Million. Solicitation to be issued on or about 24 August 2004. Proposals due on or about 23 September 2004. If the Government elects to conduct a Pre-Proposal Conference, details regarding the Conference will be provided in the solicitation. The solicitation will be a negotiated acquisition, there will be no public bid opening. The contract will be awarded based upon the overall Best Value to the Government. Duration of the project: See Required Schedule above. Offerors must be registered with the Central Co ntractor Registration (CCR), to be eligible for a government contract award.
