Description

The National Park Service contemplates issuing a sole source purchase order for the removal of two layers of wallpaper and the installation of new wallpaper and borders at the Andrew Johnson National Historic SIte in Greeneville, TN. This notice of intent is not a Request For Quotation. However, interested firms or persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 30 days after publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. See below for a complete description of the requirement for this procurement. Remove two layers of existing wallpaper on all walls carefully as not to remove graffiti markings. Remove all adhesive residue on wall surface and prepare wall surfaces to receive the new application. Walls with excessive cracking will receive a muslin to bridge the cracks. Walls with minor or no cracking will receive a layer of acid-free lining paper. Vendor will install liner, sidewall, borders and stapled muslin. Vendor will also apply new wallpaper to the walls scissor trimming one edge to pattern and overlap to match. Vendor to provide acid-free lining paper and muslin and all adhesives and equipment required for installation. Work to be performed in seven (7) rooms and two (2) hallways. NOTE: SOLE SOURCE Procurement: FAR Clauses 6.302, 6-302-1 apply. The installation must be historically accurate using the proper materials not only to extend the life of the product but to preserve and protect the wall surfaces of the President's Homestead. Installer must have expertise in time period papers as well as appropriate adhesives and other products to use on a plaster surface and must be familiar with hanging and removal techniques necessary for restoration of the wall surfaces.
