- SYNOPSIS The United States Environmental Protection Agency (EPA) Office of Underground Storage Tanks (OUST) requires contractor support services to provide technical assistance to OUST. OUST's mission is to prevent, detect, and correct leaks from underground storage tanks containing petroleum or other hazardous substances. Proposed tasks under this contract will involve technical and analytical support, development of guidance documents, technical information sharing with OUST's stakeholders, e.g., state, territorial, tribal, public and private, and data management support for OUST's initiatives of faster cleanups of leaking underground storage tanks (LUST), underground storage tanks (UST) systems evaluation, and UST compliance. This procurement does not involve any actual hands-on, field work, such as the actual design and/or building of underground storage tanks and/or systems, installation, removal, upgrading, closing, or any actual corrective action work, e.g., in-field site assessments, investigations, and/or cleaning up contamination relative to leaking underground storage tanks.) The place of performance will be performed at the contractor's place of business, with minimal travel as required by individual tasks. This requirement has been set-aside in total for competition among qualified small business concerns. The period of performance is 12/01/04 to 11/30/09. The contract type will be a Cost Plus Fixed-Fee. The combined total base hours (includes the base hours for the two-year base period and the base hours for the three one-year option periods) equals 24,995. The combined total option hours for the entire contract period of performance (includes the hours that the Government may unilaterally exercise, at its convenience, above the stated base hours during each period of performance) equals 48,000. The total hours (base plus option) that the Government can order during the entire period of performance of the contract is 72,995. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $6,000,000; this is a change from NAICS of 562998 which was previously listed in our Sources Sought Notice that was posted on April 16, 2004. We are estimating that the solicitation will be released and posted at the above web site on 9/1/04 with an estimated closing date of 10/1/04. In addition, all information regarding this procurement will be posted at the above web site as it becomes available.
