Description
(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) SOLICITATION NO. BBGCON0804S5467 IS ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY NEGOTIATION PROCEDURES. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, dated July 19, 2004. (iv) This is a full and open procurement under NAICS 611430, Professional and Management Development Training. (v) The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Training and Development Division (M/PT) has a requirement for a Contractor to develop and conduct classes and sessions within the BBG ?Management Partner?s Program,? as described in the Statement of Work herein. Offeror shall provide a firm-fixed price (FFP) for each of the following Contract Line Item Numbers (CLIN), as well as a detailed cost breakdown to support the proposed price for each CLIN. CLIN B.1-- Base Period: CLIN B.1.1 - Planning and development of classes and learning sessions (1 Job); CLIN B.1.2 - Conduct learning sessions during a 9-month period (5-10 participants) (1 Job); CLIN B.1.3 - Facilitate group activities, as needed for (minimum 2) each activity; CLIN B.2--Option Year 1: CLIN B.2.1 - Planning and development of classes and learning sessions (1 Job); CLIN B.2.2 - Conduct learning sessions during a 9-month period (5-10 participants) (1 Job); CLIN B.2.3- Facilitate group activities, as needed for (minimum 2) each activity; CLIN B.3?Option Year 2: CLIN B.3.1- Planning and development of classes and learning sessions (1 Job); CLIN B.3.2- Conduct learning sessions during a 9-month period (5-10 participants) (1 Job); CLIN B.3.3- Facilitate group activities, as needed for (minimum 2) each activity; CLIN B.4?Option Year 3: CLIN B.4.1- Planning and development of classes and learning sessions (1 Job); CLIN B.4.2- Conduct learning sessions during a 9-month period (5-10 participants) (1 Job); CLIN B.4.3- Facilitate group activities, as needed for (minimum 2) each activity; CLIN B.5?Option Year 4: CLIN B.5.1- Planning and development of classes and learning sessions (1 Job); CLIN B.5.2: Conduct learning sessions during a 9-month period (5-10 participants) (1 Job); CLIN B.5.3: Facilitate group activities, as needed for (minimum 2) each activity. (vi) STATEMENT OF WORK: BACKGROUND - The IBB is a federal multimedia international broadcasting service that broadcasts over 900 hours of news, informational, educational, and cultural programming every week to a worldwide audience of 91 million. Programs are produced and broadcast in English and 52 other languages. IBB is one of the largest multi-media newsgathering organizations in the world, using radio, TV, the Internet, and satellite feeds to local stations to reach a worldwide audience. IBB's Washington, D.C., headquarters, where it produces all programming, is equipped with more than 40 radio studios, three (3) television studios, a digital stereo master control with 432 incoming circuits and 360 outgoing circuits, and two centers to record reports from IBB correspondents around the world. This training effort is a part of the IBB leadership development initiative. The IBB Leadership Development Program (LDP) prepares leaders to deal with the challenges facing the agency. Such challenges include downsizing, workforce restructuring, changing technology, under representation of women and minorities, and mission changes. At the same time, the large number of managerial employees projected to leave the organization over the next five (5) years will result in a severe shortage of leadership at the agency. The program addresses the resulting severe shortages in all levels of supervision and management and provides training and developmental activities for new supervisors through Senior Executive Service (SES). The focus is on acquiring the competencies that the U.S. Office of Personnel Management has identified as being critical to the success of Federal leaders. The LDP has four major goals and objectives: (1) To provide a systematic development program based on the competencies that have been prescribed for effective leadership in the IBB. (2) To provide a continuum of training that is consistent with policies established in the Federal Government for employees that are in team leader, supervisory, management and executive positions. (3) To provide individual development plans for new supervisory and managerial employees as well as incumbent employees in supervisory and managerial positions, and (4) To provide a variety of developmental activities through appropriate training sources. THE MANAGEMENT PARTNERS PROGRAM - The IBB Management Partners Program (MPP) is a component of the International Broadcasting Bureau's competency-based leadership development program. MPP is designed to enhance the management abilities of high-potential employees so that they might become more effective leaders and pursue senior-level positions. The MPP is based on the Office of Personnel Management's (OPM) executive competencies such as partnering, entrepreneurship, service motivation, creativity and innovation, financial management and technology management. Participants will engage in learning teams and studies, group exercises, classroom training and other developmental experiences. MPP's goal is to provide opportunities for participants to obtain experiential understanding of agency-wide, national and global issues and their impact on IBB's mission and goals so that they can prepare themselves to take on leadership positions in the future. GENERAL REQUIREMENTS - The development and delivery of the training shall be coordinated with in-house IBB training specialists. The Training and Development Division will monitor all work done on the resultant contract. The contractor shall supply all personnel, materials, equipment, transportation, and all other miscellaneous items required to perform work described in this Statement of Work. The contractor shall prepare an overall plan of performance for the services to be delivered. The plan shall include how the contractor shall provide the group sessions and workshops. The plan shall outline how high potential employees will learn to improve their managerial capabilities. Requested training sessions shall be prepared for Agency review and concurrence in advance and meet the following stated requirements: 1) Cover the topics mentioned below in a manner consistent with leadership development programs in the federal government. 2) Sessions shall include handouts and other materials that participants can use for future reference. 3) The training shall be delivered in two formats: individual coaching/mentoring sessions and group workshops. SPECIFIC REQUIREMENTS ? The Contractor will work with a group of 5-10 participants in this nine (9)-month program. The contractor shall provide learning sessions that cover the following topics: (a) Planning a Successful Leadership Career in Government; (b) Leading People; (c) Leading Change; (d) Business Acumen; (e) Having Vision; and (f) Political Savvy. On an ?as needed? basis, the contractor will be called upon to facilitate group activities in which participants are engaged in solving "real world" agency challenges and problems. The development of the eventual successful training and facilitating will be coordinated with in-house IBB training specialists. PLACE OF PERFORMANCE ? All training sessions shall be conducted at the Broadcasting Board of Governors, U. S. International Broadcasting Bureau Training and Development Division, Office of Personnel, Switzer Building, 330 C Street S.W., Washington, D.C. 20237. Contractor shall perform work in a classroom setting and have access to standard office equipment and furnishings. DELIVERABLES - The Contractor shall submit the following deliverables to the Authorized Representative to the Contracting Officer (AR/CO) in accordance with each of the following specified requirements: (1) The Contractor shall submit a development plan of classes and learning sessions thirty (30) calendar days after contract award. (2) The Contractor shall submit a draft report format fourteen (14) calendar days after contract award. The AR/CO, along with the Training and Development Division, will review and recommend changes to the draft format. After the Contractor has made the requested revisions, the AR/CO will approve the report format for use during the performance of the contract. (3) A Quarterly Progress Report shall be submitted ten (10) calendar days after each quarterly period following the effective date of the contract. Using the approved report format, the Quarterly Progress Report shall state the progress made, difficulties encountered during the reporting period and remedial action taken. (vii) The contract term shall be one year from date of contract award with four (4) 1-year options to extend the contract term, contingent upon availability of funds; (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items apply to this solicitation. Interested contractors who are capable of providing these services should submit a capability statement (consisting of separate technical and price proposals) as noted below. The contractor shall have a minimum of three (3) years experience in providing training and development services. (ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: [1] Brief narrative detailing Offeror?s planned approach to this effort; [2] Offeror?s qualifications and background, to include company?s web-page address; [3] Detailed information on Offeror?s past performance of similar services with the Federal governmental and/or commercial customers in regards to leadership development programs for similar services and a minimum of three (3) references to include company?s points of contact including address, telephone number/fax number, E-mail address and other relevant information. All references shall be available to respond with a reply within 36 hours after being contacted. [4] Offerors experience with multi-cultural and/or international clients, and [5] Offeror?s proposed price. When combined, technical and price proposals will be approximately equal. The following factors, listed in descending order of importance, shall be used to evaluate proposals: a. Training plan; b. Organization qualifications and background; c. Past Performance; d. multi-cultural and/or international clients and e. Price will be equal to non-technical factors above. (x) Offerors shall include a completed copy of the provisions at FAR 51.212-3, Offeror Representations and Certifications--Commercial Items with its offer. Offers shall be submitted on a SF-1449 signed by an official authorized to bind your organization. Submit to the Contracting Officer, two (2) copies of technical and two (2) copies of price proposal, bound separately. An award may be made without discussion. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b) (3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (31 U.S.C. 3332). (xiii) FAR Clauses 52.232-18, Availability of Funds; 52.217-9 Option To Extend The Term of The Contract, and FAR Clause 52.237-3 Continuity of Services applies to this procurement. There are no additional contract requirements necessary for this acquisition other than those consistent with customary commercial practices. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) There are no numbered notes which apply to this procurement. (xvi) Failure to provide any of the above required items may result in the rejection of your proposal.
