- Description
- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI4106 and is being issued as a Notice of Intent (NOI)). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 541990, which has a size standard of $6 million. National Institute of Allergy and Infectious Diseases (NIAID) has been tasked to develop a sustained research program of excellence in areas of high infectious disease burden through partnerships with scientists in developing counties. Scientific areas include all infectious diseases (e.g., HIV, TB, malaria, STDs, diarrhea diseases, respiratory diseases, and vector-borne diseases). In addition, there is a great urgency in combating these diseases due to their highly infectious and deadly nature. The collaborators at the Infectious Disease Unit, University of Cape Town Lung Institute and the School of Child and Adolescent Health, Department of Pediatrics, Red Cross War Memorial Hospital maintain a highly active research program in the pathology and immunology of TB and HIV in a country where the rate of TB infection is 9th highest in the world and greater than 20% of the population is living with HIV / AIDS. PHRI through collaboration with UCT and its hospitals at this time is the only known responsible source capable of carrying out the necessary research project in Cape Town, South Africa in the required patient population. The majority of the research services are to be provided at the University of Cape Town (UCT), in Cape Town, South Africa using the patients of the teaching hospital and allied Outpatient departments of the University of Cape Town (Groote Schuur Hospital, Red Cross War Memorial Children?s Hospital and New Somerset Hospital). There is a high rate of tuberculosis presentation among the population served by these hospitals. For this reason we expect to be able to recruit patients, healthy household members of tuberculosis patients that are tuberculosis-exposed (due to living with the household member) but PPD non-reactive, as well as healthy household members who are PPD reactive for this study readily and complete the study within one year. In order to accomplish the goals of this investigation, the following types of commercially available services are required but are not limited to: Senior Scientific Services, Clinical Research Services, and Other Related Services as Necessary. The deliverables for this project will be divided into 2 reports as described; Report 1 to consist of A) Draft clinical protocol or amendment; B) SOPs for the monocyte tuberculicidal assay, test for TB exposure, PPD skin reactivity test; C) CRFs, and other documents for approval by NIAID?s IRB; D) Draft spreadsheet or database showing medical and laboratory data fields to be collected during the study; E) Other documents related to the study that are available at report submission (e.g. UCT IRB or ethics board approvals). Report 2 to consist of A) The database or spreadsheet containing data for all subjects enrolled in the study submitted in a NIAID-compatible file format (on a CD); and B) Draft final study report. The government will award a fixed price purchase order to the responsible contractor.
