Description
This modification is being issued to change the proposed posting date to November 4, 2004 and closing date of the solicitation to the web site to December 4, 2004. The Point(s) of Contact have been changed. The Naval Facilities Engineering Service Center (NFESC), in Port Hueneme CA 93043, manages the Energy-Savings Technology Validation (TechVal) program. The purpose of TechVal is to investigate and validate energy saving technologies that are either newly introduced to the commercial market or that are on the market, but that are not widely used by the U.S. Navy. The contractor shall install and demonstrate equipment or materials, employing various energy-savings technologies selected by NFESC. Installations must be on U.S. Navy sites, or on other U.S. Department of Defense sites, located world-wide. Energy-saving technologies to be validated may include: Heat Pipes, Photovoltaic Shingles, Rooftop Evaporative Spray Cooling, Energy-Saving Street Lights, Water Cooled Condensers, Tankless Hot Water Heaters, Magnetic Variable Speed Drives, Wastewater Heat Recovery, or other technologies. During demonstrations, the contractor shall monitor the equipment or materials to gather data that will be used by NFESC to verify performance and to determine the economic viability of the technology, including maintenance costs and reliability factors. Notes: (1) This requirement is open nationwide. Competition will be limited to those Section 8(a) firms, certified for participation in the U. S. Small Business Administration?s 8(a) Business Development Program, that have NAICS Code 541330 Engineering Services among their approved NAICS codes. All other firms are deemed ineligible to submit offers. (2) The Navy anticipates that a Cost Plus Award Fee, Indefinite Delivery Indefinite Quantity, Delivery Order type contract will be awarded, for a base year and four one-year options. (3) NAICS Code 541330 Engineering Services applies to this requirement. Size Standard is $23,000,000 (alternate Size Standard for Military and Aerospace Equipment and Military Weapons). This Size Standard does not indicate the anticipated volume of work to be ordered on the prospective contract. (4) The solicitation (Request for Proposal) will state all requirements for submittals of proposal data. Offerors may not make any presentations of their capabilities, except as required by the RFP. Offerors may not communicate in any manner with cognizant NFESC technical personnel, except as required by the RFP. (5) The prospective contractor will not be required to supply any of the technologies to be validated. (6) Offerors will be required to submit evidence of security clearances for facilities and personnel. (7) This solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and solicitation amendments will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil/. The solicitation (Request for Proposal)will be posted on the E-SOL website on or about November 04,2004. Proposals will be due 30 days later. It is each offeror's responsibility to check the web site for any amendments. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website. (8) EACH CONTRACTOR MUST REGISTER ON THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
