- NASA/GRC has a requirement for Consulting services and a summary report on high temperature composite research efforts for rocket and hypersonic propulsion applications. NASA/GRC intends to purchase the items from Warburton Enterprises. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. CMC materials have been pursued for hypersonic propulsion systems and vehicles since the NASP program. One of the materials most suited for the very high temperature Hypersonic environments are Carbon/Carbon Composites (C/C). The technologies on which many of the current C/C materials and coatings are based were developed in the late 1970s and 1980s for jet engine applications. Unfortunately this early experience is about to be lost unless it is documented for future reference. One of the key people to have intimate knowledge of the early C/C Technology Development Programs was the P&W Program Manager of many of the P&W C/C programs, Mr. Robert Warburton. Mr. Warburton retired from P&W in 2002, and is currently offering consulting services through Warburton Enterprises. Mr. Warburton represents the last opportunity to document the technology and experience that was so critical in achieving the NASP C/C technology level. Much of this technology has been lost in industry since NASP, and therefore the documentation of the early work is vital to our future Hypersonic programs. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 20, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
