- Description
- Notice of intent to negotiate a sole source contract utilizing the acquisition procedures under the authority of FAR Part 15, Contracting by Negotiation, with Nexcom, Inc., 4450 Enterprise Ct., Suite H, Melbourne, FL 32934. The National Environmental Satellite, Data and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) has the requirement to procure Solid State S-Band Transmitters RETROFIT and PROTOTYPE systems to replace the existing transmitters. NESDIS operates the Geostationary Operational Environmental Satellites (GOES) from facilities located in Wallops, VA and Fairbanks, AK with a back-up facility located in Greenbelt, MD. NESDIS is replacing existing Klystron-based S-band transmitters with RETROFIT components and a PROTOTYPE system with a new solid-state amplifier. In order to assure acceptable performance, the first units will be extensively tested in the operational environment after initial delivery. After equivalent operation of the RETROFIT and PROTOTYPE systems has been successfully demonstrated, the Government may exercise an OPTION to replace or retrofit the remaining GOES S-band transmitters located at the NESDIS facilities. The requirements for the project are set forth in the Statement of Work for the GOES SOLID STATE S-BAND TRANSMITTER SYSTEM dated August 2004, and Specifications GSD03.001 and GSD03.002, dated August 2004, available upon request. The North American Industry Classification System (NAICS) Code 334220 is assigned for this procurement. The small business size standard for NAICS Code 334220 is 750 employees. The proposed action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The Government conducted ?Sources Sought? market research at the Wallops facility during April 2004 which resulted in only one responsible source able to provide this item in a manner that will satisfy the agency requirements within the time and funding constraints imposed. Nexcom?s approach is to modify their existing product lines, thus avoiding the need for extensive research and development to produce an operational product that meets the requirements. This notice is not a request for competitive quotes but responses received on or before September 27, 2004, 9:00 am EDT will be evaluated. A determination by the Contracting Officer not to compete this proposed action is based on responses to this notice is solely within the discretion of the Contracting Officer.
