Description
A market survey is being conducted to determine if there are sufficient small businesses who are interested in competing for the upgrade of multiple sections of an existing building at the Pantex Plant near Amarillo, Texas, and the construction of a new approximately 3600 square foot administration facility. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. If adequate responses are not received from small business concerns that meet the quality and project requirements, the acquisition may be solicited on an unrestricted basis. The North American Industry Classification System (NAICS) Code is 236210 with a Small Business Size Standard of $28.5 million. The prime contractor must have the capability to perform at least 20 percent of the contract work with his-or-her own employees. The project will range from $25 Million to $27 Million. The existing building is one of the oldest at Pantex. Each section is in need of various modifications and refurbishment to bring it up to date and in line with current code and safety basis requirements. Work will consist of removal of material handling systems and mechanical, electrical, plumbing, fire protection, and operations systems. Work also includes removal of roof-mounted structures, demolition of existing structures and removal of ground covering on the mounded earth above the facility. New work will generally consist of new material handling, mechanical, plumbing, fire protection, and electrical systems to support the operations of the facility including a high pressure fire line, new roof structures and associated equipment. A separate new administrative facility will be constructed and will house an office area, break-room, restroom and janitorial space. The project will work on Safety Class systems. A Quality Assurance Program will be required that complies with the specifications of ASME NQA-1-2000, Quality Assurance Requirements for Nuclear Facility Applications and the contractor will be required to be listed in the Pantex Plant Qualified Suppliers List prior to the start of work. Implementation of NQA-1 will be assessed using the guidance of the applicable Non-mandatory Appendices of NQA-1-2000, Part III. Contractors should demonstrate that their processes are equivalent to the process approach identified in the Non-mandatory Appendices. The Contractor?s Quality Assurance Program shall comply with 10 CFR 830; 830.3; 830.4; 830.6; 830.7 and 830 Subpart A. Work at Pantex Plant will involve Commercial Grade Dedication (CGD) of Safety Class System components. The Contractors should demonstrate their experience with CGD. Potential contractors shall be in possession of all required permits and licenses to perform general construction work in Texas. All locally required permits and construction approvals should be obtained by the contractor. There is no provision for reimbursement of proposal costs. Interested firms shall submit their qualifications and previous work experience demonstrating ability to perform work of this magnitude and complexity and specifically address: 1. Previous similar projects with references and contact phone numbers 2. Profile of your firms related experience 3. Quality Assurance program description document 4. Experience with Commercial Grade Dedication 5. Experience with Safety Class systems 6. Bonding capacity with surety?s name, maximum bonding capacity per project, and aggregate maximum bonding capacity After completing its analysis, BWXT Pantex will determine whether to limit competition to small business concerns or proceed on an unrestricted basis.
