Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 611430 with a small business size standard of $6.0 million. It is the intent of the National Institutes of Health (NIH), the Office of Laboratory Animal Welfare (OLAW), to procure professional services to provide logistical and organization support for OLAW educational program. The OLAW, NIH, is responsible for the general administration and implementation of the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals, and does this through a variety of educational and assurance mechanisms. One such mechanism is the co-sponsorship of educational workshops and conferences. There is a particular need for basic training of incoming Institutional Animal Care and Use Committee (IACUC) members in the practical implementation of the PHS Policy and the exercises of protocol review and semiannual institutional program review. There is also a need for focused workshops that address specific topics such as field studies, transgenic animals, occupational health, etc. Both kinds of training are fundamental to OLAW's mission to provide clarification and guidance to PHS awardee institutions with respect to the use of animals in research. This contract is for technical support in the administration and delivery of 4 to 6 IACUC 101 and related educational programs (IACUC 201, IACUC 101.5) and 3 to 4 focused OLAW sponsored educational workshops and conferences. Most workshops and conferences have an institutional or organizational host which receive limited OLAW sponsorship under a separate contract. Under this acquisition the contractor will be responsible for working in concert with these hosts, providing them with substantive guidance and assistance with regard to content and logistical planning and execution. With respect to IACUC 101 workshops the successful bidder will be responsible for: a) coordinating the planning of the meetings, including contacting and inviting core IACUC faculty and making arrangements for adjunct faculty when necessary, and working in concert with the host organization to explain their responsibilities and guide them through the entire process of serving as host organization; b) advise and assist the hosting institution in making conference arrangements at an appropriate location, including AV and other technical arrangements, room configuration, loading of power point presentations onto conference computer, etc.; c) developing the master IACUC 101 Resource Manual that includes up-to-date information and guidance culled from multiple sources (OLAW website, USDA, etc.), handouts of IACUC 101 power point module presentations, references, faculty information, laws, regulations, and guidelines, evaluation sheets, sponsor acknowledgements, etc., and assists local host with arrangements for duplication of Resource Manual; d) developing appropriate scenarios for the mock IACUC discussion sessions and providing faculty with advance information regarding scenarios; e) providing guidance to the host institution regarding registration for IACUC 101s, and assists the host institution in developing appropriate announcements and advertising; f) develops mock IACUC groups from list of registrants, ensuring representation from range of institutions and professions on each mock IACUC; g) develops certificates of attendance for each registrant; h) collates evaluations and develops evaluation report on each IACUC 101 based on evaluations received from participants. With respect to OLAW sponsored workshops the successful bidder will be responsible for working in concert with the host institution to coordinate the following activities: (1) selection and invitation of planning committee members, (2) planning committee conference calls to plan agenda, (3) agenda preparation, (4) invitation of faculty, (5) advise and assist the hosting organization regarding conference location, arrangements, AV, and any other logistical conference support, (6) advise and assist the hosting organization regarding advertising, registration process, and all other aspects of planning and executing the workshop. The purchase order term will be September 30, 2004 through August 29, 2005 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation.
