Description
This notice formally amends solicitation DOL049RP00051, for training, documentation, and configuration management services in support of the Department of Labor, OSHA. The solicitation document and statement of work were provided under a previous notice. This is a 100% set-aside for service-disabled veteran-owned small businesses under NAICS 541519, size standard $21 million. Previous notices and attached documents may be viewed and downloaded from the Federal Business Opportunities website under Department of Labor. This notice provides vendor questions and OSHA answers concerning the services, and extends the proposal due date to August 25, 2004 at 3 p.m. local time. A revised SOW is attached which deletes requirements for a ?proof of concept? included in error with the original SOW. The questions and answers are attached as an MS Word 2000 file. Also attached is an SF1449 Adobe Acrobat file for use by vendors in submitting their price proposal. The technical and price proposal content and evaluation factors are described in the solicitation section L. The pricing proposal must contain all business and pricing information, and include: 1) the SF 1449 cover page completed and signed for your firm, 2) your pricing as filled-in from the first pages of the solicitation document, 3) pricing support spreadsheets as described in the solicitation Section L, 4) the completed FAR clause 52.212-3 with representations and certifications for your firm, and 5) three (3) past performance references for your own company (the offeror) If your company has no previous relevant experience, you may substitute corporate experience with the experience of individuals from the offeror (prime contractor) if you think that would help achieve better than a ?neutral? rating. Note: this information is not the same as prime contractor, subcontractor and purchased labor experience to be provided as part of the technical proposal, within the described information under the requested technical proposal for previous corporate experience and resumes of projected project personnel which will be evaluated as either ?excellent?, ?good?, ?fair? or ?unacceptable?. The technical and pricing proposal must be provided in separate volumes with three hard copies of each volume, and four CD ROMs- two copies of the technical proposal and two copies of the pricing proposal. Do not provide files on floppy disk or zip disk. All electronic files must be either MS Word, MS Excel, or Adobe Acrobat. Your combined technical and pricing proposal should be no more than 100 pages total, including any attachments and exhibits. Hard copies and CDs are to be delivered to the Department of Labor, 200 Constitution Avenue, NW, Rm N5416, Attn: George Robertson, OASAM Office of Procurement Services, Washington, DC 20210. Do not attempt to hand deliver your proposal, due to the traffic restrictions around the nearby U.S. Capitol Building, Please use either U.S. Postal delivery or overnight express mail delivery for receipt by the indicated date and time. Rules concerning timely delivery, receipt of packages, and late delivery is found in the clause 52.212-4 contained in the solicitation document. If you do attempt hand delivery, you must call the procurement office and wait with the proposal package until they can be picked up by a representative of the procurement office; do not drop off proposals with the security guards or leave an unattended package on DOL property.
