Description

This is a SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT only and is issued for the purpose of market research in accordance with FAR Part 10. No solicitation is being issued at this time. While the action being advertised is likely to occur, no firm requirement exists and the amount of information available for publication at this time is limited. The solicitation, when issued, will be a Request for Proposal (RFP) and will be SOME SORT OF SMALL BUSINESS SET-ASIDE. A best-value determination will likely be the method of contractor selection. 72 CS/SCXC at Tinker Air Force Base (TAFB) seeks potential sources for communications-electronics (C-E) maintenance services. C-E Maintenance includes by is not limited to communications-electronics maintenance of the intrusion detection system and preventive maintenance inspections; public address system services; database management services; core automated maintenance system (CAMS) database management; and communications-computer systems installation records (CSIR) services. The following information is requested from interested sources in response to this Sources Sought Announcement: 1) Company Information, to include company name, address, point(s) of contact, e-mail address for all point(s) of contact, CAGE Code, DUNS number, Size of business pursuant to North American Industry Classification System (NAICS) Code: 811213, Size: $6,000,000.00, whether your company represents one or more Small Business Administration (SBA) categories (i.e., woman-owned, HUBZone, Small Disadvantaged Business, etc.), a statement as to whether your company is domestically or foreign-owned (if foreign, please indicate the country of ownership), indicate whether your company is currently registered in the Central Contractor Registration (CCR) database and when that registration expires. 2) Information regarding past contracts for same/similar effort, to include title and objective of that effort, contracting agency (or commercial company) information, time period of the effort, dollar value of the contract, type of contract (i.e., firm-fixed price, time & materials, cost, etc.), accomplishments of the effort, point(s) of contact at the organization receiving the services (to include address and telephone number). Further information is requested in a MARKET SURVEY described below. It is anticipated that the contract performance period will be a base period with multiple one-year option periods, exercised at the unilateral right of the Government. The contract type is anticipated to be firm-fixed price, commercial (Commercial Off The Shelf) utilizing FAR Parts 12 and 13 for Commercial contracts awarded under Simplified Acquisition Procedures (SAP). However, the final determination of contract type will largely depend upon the information gleaned from the information received from Industry through response to this Announcement and internal market research. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on Federal Business Opportunities (FBO) website at http://www.eps.gov . It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for a contract award. All businesses capable of providing these services are invited to respond to this Announcement by the date and time listed below. Any information provided by Industry to the Government as a result of this Announcement and the Market Survey is voluntary; the Government will not pay for any information submitted in response to this Announcement. Banz, Contracting Officer, at (405) 739-7568, or via e-mail. E-mail is preferred. MARKET RESEARCH SURVEY FOR COMMUNICATIONS-ELECTRONICS MAINTENANCE SERVICES: 1. PURPOSE ? This Market Research Survey is being conducted to determine what sources exist that may possess the expertise, capabilities, and experience necessary to satisfy a possible Government requirement for Communications-Electronics (C-E) Maintenance Services at TAFB. At this time, no firm requirement exists. 2. DISCLAIMERS - 2.1 this is a market research survey only, and not a Request for Quote/Proposal; therefore, the Government will not incur any obligation as a result of responses from Industry. 2.2 Results will be used to determine if the Government requirements can reasonably be met with existing capabilities and Commercial services. Results will not be shared with competitors. 2.3 Participation is entirely voluntary, and does not bind your company in any way. 2.4 There is no guarantee of future business as a result of your response to this survey. 2.5 The requirements and scope of this potential acquisition are subject to change. 2.6 Additional suggestions or recommendations are welcomed and encouraged. 3. SCOPE OF WORK ? Overall scope: Provide all personnel, equipment, tools, materials, supplies, transportation and other items and services necessary to perform Communications-Electronics Maintenance Services to 72 Communications Squadron at Tinker AFB, OK. 4. QUESTIONNAIRE ? 4.1 Have you performed any government contracts in the past for these type of services? If so, what was the basic magnitude of effort for those services? 4.2 Do you have any experience in the set up of public address systems for small and large functions? 4.3 Are you familiar with the set up and operation of wired and wireless microphones, operation of mixers, amplifiers and speakers? 4.4 Have you set up and used both portable and fixed public address systems? If so, what type(s)? 4.5 Have you installed/performed maintenance on public address systems? If so, what types? 4.6 Have you performed maintenance on Intrusion Detection Systems? If so, what type(s)? 4.7 Have you performed maintenance on Cytological/Secure Communications? If so, what type(s)? 4.8 Have you performed maintenance on Ground Radio Systems? If so, what type(s)? 4.9 Do you have experience managing drawings using Microstation and/or AutoCAD? 4.10 Do you have experience with maintaining Government databases such as CAMS or CSIR? If so, what type(s) and to what level? 4.11 Do you have experience with placing orders through base supply on Government installations? If so, to what level?
