- Survey of Sources Sought for Delivery of Contracted Administrative and Advisory Services (CAAS) The Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA(DE&C)) has a requirement for Contracted Administrative and Advisory Services (CAAS), to provide management oversight of the Army??????s export activities, including techno logy transfer, direct commercial sales (DCS), foreign military sales (FMS), and related development of policies, procedures and metrics to ensure compliance with US statutory requirements and DOD directives. The NAICS code for the proposed solicitation is 561110, Office Management Services. The Federal Supply Class/Services (FSC/SVC) Code is R408, Program Management Support. The work effort will be in accordance with the proposed Performance Work Statement (PWS). A firm-fixed price contract is proposed for a twelve (12) month base period pursuant to FAR Part 12. Commercial Supplies and Services, with four (4) one (1) year option periods. Potential work tasks will be classified up to and including TOP SECRET. Potential offerors should be approved for se curity clearance on DD Form 254, DOD Security Classification Specification. Potential offerors will be asked to respond to Request for Proposal (RFP) W74V8H-04-R-0150 and address the following areas, to include as a minimum: (a) past performance, (b) qua lity of services to be performed (corporate knowledge and experience), (c) price, (d) technical capacity, and (e) extent of participation of small disadvantaged business concerns in performance of contract. These evaluation factors, when taken together, a re significantly more important than proposal cost or price. The range of potential contract award for base year is between one to five million dollars. Interested offerors should provide a synopsis of three examples of services provided from different s ources which demonstrate its expertise and experience in supporting similar types of information technology projects. Example projects can be with the Army or other Government clients, and must have been completed within the last three years, or still be in progress. Offerors should provide a brief description of work performed, including scope and responsibilities, and concentrate on describing the technical approach to requirements and the application of project management practices, including quality a ssurance practices.
