- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement co nstitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quote Number W912P8-04-T-0089 and is a 100% Small Business Set-Aside. This solicitation document and in corporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. Standard Industrial Classification number is 7353. NAICS number is 532490. Business Size Standard is $6,000,000. DESCRIPTION: ***Clin 0001: 200 Miles: Mobi lization and Demobilization of dredge at the Calumet Floodgates. ***Clin 0002 (Option): 500 Miles: Mobilization and Demobilization of dredge at an alternate location within the New Orleans District. ***Clin 0003: 1 Month: Rental of one cutterhead dredg e with 10-inch ID pump discharge and 1,000 feet of pipeline. ***Clin 0004 (Option): 2 Months: Rental of one cutterhead dredge with 10-inch ID pump discharge and 1,000 feet of pipeline. ***Clin 0005: 2 Each: Crane lift at the Calumet Floodgates. ***Cl in 0006 (Option): 4 Each: Crane lift at an alternate location within the New Orleans District. NOTE: Contractor must be registered with Central Contractor Registration to be eligible for contract award or payment from any DOD activity. DESCRIPTION OF ITEMS: Item 0001 entitled 'Mobilization and Demobilization of dredge at the Calumet Floodgates' consists of the mobilization and demobilization of the cutterhead dredge, exclusive of the crane lift, at the location of the Calumet Floodgates. Item Option 0002 entitled 'Mobilization and Demobilization of dredge at an alternate location within the New Orleans District' consists of the mobilization and demobilization of the cutterhead dredge, exclusive of the crane lift, at an alternate location w ithin the New Orleans District as directed by the Contracting Officer. Item 0003 entitled 'Rental of one cutterhead dredge with a 10-inch ID pump discharge and 1,000 feet of pipeline' consists of the rental of the cutterhead dredge and supporting equipment for one month as described in the scope of work, inclusive of the dred ge plant, pipeline, pipe floats, pipe fusion equipment, Contractor provided training to the Corps of Engineers hired labor personnel, support, and repairs. The month will begin as soon as the Contractor provided training to the Corps of Engineers hired la bor personnel begins. The Contractor shall deliver the dredge fully fueled. The Government will be responsible for any additional fuel required throughout the duration of contract. Item Option 0004 entitled 'Rental of one cutterhead dredge with a 10-inch ID pump discharge and 1,000 feet of pipeline' consists of the rental of the cutterhead dredge and supporting equipment for two months as described in the scope of work, inclusive of the dredge plant, pipeline, pipe floats, pipe fusion equipment, support, and repairs. Th is option will be exercised in one-month increments. Offeror provide number of days/weeks that constitute a one-month rental period if less than 30 calendar days. Item 0005 entitled 'Crane lift at the Calumet Floodgates' consists of the crane equipment and operation required to place the dredge in the water and to remove the dredge out of the water at the location of the Calumet Floodgates. The estimated quantity o f two lifts consists of one lift to place the dredge in the water and one lift to remove the dredge out of the water at the location of the Calumet Floodgates. Item 0006 entitled 'Crane lift at an alternate location within the New Orleans District' consists of the crane equipment and operation required to place the dredge in the water and to remove the dredge out of the water at an alternate location within the N ew Orleans District as directed by the Contracting Officer. The estimated quantity consists of four lifts. TECHNICAL PROVISIONS 1. DESCRIPTION OF WORK: SCOPE OF WORK FOR DREDGE RENTAL FOR CALUMET FLOODGATE FOREBAYS AND OTHER LOCATIONS IN NEW ORLEANS DISTRICT I. General The Contractor shall furnish a cutterhead dredge and pipeline in accordance with the requirements below. Within 48 hours of Notice to Proceed, the dredge shall be delivered fully fueled and placed in the water at the Calumet Floodgates, located at the int ersection of the Atchafalaya River (Wax Lake Outlet) and Bayou Teche, Calumet, Louisiana (St. Mary Parish, LA). All transportation and delivery costs shall be the responsibility of the Contractor. Following the completion of dredging at the Calumet Flood gates, the Contracting Officer may direct the Contractor to pick up and deliver the dredge to an alternate location within the New Orleans District. However, the Contracting Officer may elect to transport the dredge to an alternate location within the New Orleans District by using Government resources. Upon completion of all work, the Contractor shall remove the dredge from the water and return to the Contractor's property upon notification from the Contracting Officer. II. Dredge Requirements A. Dredge Pump a. Suction diameter - 12 inches b. Discharge diameter - 10 inches c. Impeller diameter - 30 inches d. Brake Horse Power - 460 @ 2100 RPM B. Operating Conditions a. Digging Depths - a minimum of 3 ft. with the capability of dredging to 18 ft. b. Nominal Pump capacity (water) 4,000 GPM @ 225 ft TDH C. Stability and Maneuverability a. The dredge is required to have a spud system that will provide stability during dredging and propel the dredge forward through the channel without the use of anchors. The dredge is required to maneuver with a swinging ladder operation with the ladder b eing capable of swinging a minimum of 20 feet wide. III. Pipeline Specifications The Contractor shall furnish 1,000 ft of 10-inch polypropylene discharge pipeline capable of floating while dredging. In addition, the Contractor shall furnish 50 pipe floats and pipe fusion equipment. IV. Insurance The Contractor shall provide proof of insurance for the full insurable value of the dredge, but not less that $360,000; P& I insurance of at least $1,000,000; and general liability of at least $1,000,000. V. Work Hours It is the Government's intent to work 10 to 12 hours per day during daylight hours only. Work hours within this scope of work are defined as the 10 to 12 hour work period per day the Government intends to work. VI. Training Upon delivery of the dredge, the Contractor shall furnish training to Corps of Engineers hired labor personnel on the operation of the dredge. The Contractor shall coordinate the training start time with the Contracting Officer. The Contracting Officer m ay designate a technical representative for this coordination. The Contractor provided trainers shall remain on site until hired labor personnel are comfortable with the operation of equipm ent. The Corps of Engineers hired labor personnel may require this training for up to 8 work hours. The safety features of the dredge and fueling procedures shall be included in this training. VII. Support and Repairs To address on-site problems, Contractor representatives shall remain on call 7 days a week during daylight hours. The Contractor shall be on the dredge location within 4 hours of request if repairs are required. The Contractor is responsible for all repa irs except for repairs required as a result of operator negligence, which includes following the daily maintenance schedule. The total downtime due to minor or major repairs requiring the Contractor's attention shall not exceed 30 work hours per month. A ll hours over 30 hours will result in an extension of the base or option time period by the amount of hours exceeding the 30 hours. The basis for calculation of the extension period in days is as follows: (Hours subject to extension) / 10-hour workday; c lock to start at time equipment failure is reported to vendor. VIII. Term And Termination The initial term of this contract shall be for a period of one month. Following the initial term, the Contracting Officer has the option of extending the term by two additional months. These additional months will be exercised in one-month increments. T he Contracting Officer shall notify the Contractor a minimum of 7 days prior to the end of the term of the intent to extend the term an additional month. After work is complete, the Contractor will be notified and a pick-up date arranged. 2. SEAWORTHINESS CERTIFICATION All floating plant used on this contract not subject to U. S. Coast Guard inspection and certification, must be inspected and certified seaworthy by a reputable marine surveyor. The certificate must be applicable for the intended use, must be less than one year old, and must be submitted to the Contracting Officer before the start of work. Certification of additional or substitute plant must be submitted to the Contracting Officer before such plant may be used on the contract. In addition, the contractor mu st have proper and sufficient maritime insurance for the risks associated with this work. 3. SAFETY PROVISIONS The contractor is responsible for conducting all work in accordance with all applicable OSHA and EPA regulations and standard safety practices. In addition, the Contractor must comply with USACE Manual EM 385-1-1 for the portion of work performed on USACE property. Additional safety requirements and submittals are as follows. The safety provisions as specified herein refer to the Nov 2003 edition of EM 385-1-1. a. Accident Investigations and Reporting. Refer to EM 385-1-1, Section Ol.D. Accidents shall be investigated and reports completed by the immediate supervisor of the employee(s) involved and reported to the Contracting Officer or his representative within one working day after the accident occurs. A written report of all mishaps occurring on the project shall be submitted to the Technical Point of Contact within four calendar days following the incident. All data reported must be complete, timely and accu rate. A follow-up report shall be submitted when the estimated lost time days differ from the actual lost time days. b. Accident Prevention Program. One copy of the Accident Prevention Program shall be submitted by the successful offeror before the Notice to Proceed is issued. The program shall be prepared in the following format: (1) An executed MVN Form 385-34(1) (Nov 2003), entitled 'Accident Prevention Plan Checklist, Administrative Section' (available upon request), refer to Section 1 para. 01.A.11 of EM 385-1-1. (2) An executed MVN Form 385-43(1) (Nov 2003), entitled 'Accident Prevention Program, Administrative Plan' (available upon request), refer to Figure 1-2 and Appendix A of EM 385-1-1. (3) An executed MVN Form 385-43(2) (Nov 2003), entitled 'Accident Prevention Program, Hazar d Analysis' (available upon request), refer to Figure 1-2 and Appendix A of EM 385-1-1. (4) A copy of company policy statement regarding accident prevention. PAYMENT This is a firm fixed-price contract. All associated costs must be included in the quoted price. All other work must be completed and accepted by the Government prior to payment. Payment terms are net 30 after the Government receives the Contractor's invoic e and accepts the work. AWARD Quotes received by the closing date and time will be evaluated and contract award will be made to the lowest priced, technically acceptable offer. Quotes will be evaluated to determine that the proposal demonstrates full understanding of the scope of work; the proposed solution will achieve the outcome required, and a safety plan is included that meets the requirements of USACE. 6. SUBMITTALS a. The Contractor shall submit proof of insurance for the full insurable value of the dredge, but not less that $360,000; P& I insurance of at least $1,000,000; and general liability of at least $1,000,000. b. The contractor will return a completed copy of the Representations and Certifications- Commercial Items with the quote. 7.
