- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Design, permitting, site preparation and construction of an Add/Alter Aircraft Ramp at Robins Air Force Base, Georgia. The project will construct 53,661 square meters concrete aircraft ramp; blas t fence, end walls and foundation at 640 linear meters; asphalt shoulders at 18,000 square meters base/sub-base 171,661 square meters, supporting utilities and 1,000 square meters of taxiway demolition. New construction will consist of construction of a c oncrete aircraft ramp with estimated depth of 13 inches with 4-inch asphalt shoulders and installation of new aircraft jet engine exhaust metal blast fence, wall barrier at the edge of the ramp. Project also includes the demolition of a portion of the exi sting concrete taxiway (1,000 square meters). All units of measure are approximate. The project will be solicited and procured using a one step design build request for proposal in accordance with FAR 36.32. Offerors are required to submit a price and tec hnical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The technical proposal will be evaluated utilizing the following factors: PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTO R l, OFFEROR PAST PERFORMANCE. This factor is equal in importance to factor 2 and is significantly more important than factors 3 and 4. FACTOR 2, CORPORATE RELEVANT SPECIALIZED EXPERIENCE. This factor is equal in importance to factor 1 and is significantly more important than factors 3 and 4. FACTOR 3, TECHNICAL APPROACH NARRATIVE. This factor is equal in importance to factor 4. FACTOR 4, MANAGEMENT EFFECTIVENESS. This factor is equal in importance to factor 3. The anticipated cost range is $10,000,000 to $ 15,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about 4 October 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
