- INDEFINITE QUANTITY CONTRACT FOR EXTERIOR PAINTING AT VARIOUS LOCATIONS, OAHU, HAWAII. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/ when it becomes available. The work includes but is not limited to preparing surfaces, priming, providing exterior coatings to buildings and other structures. It also includes providing fluid applied resilient (resinous) flooring for various interior and exterior surfaces. The work will be for various Federal Agencies located on Oahu, Hawaii, including but not limited to Naval installations. The Contracting Officer will specify the exact locations on each task order. The contractor shall use the offered coefficients to adjust unit prices established by the Government, which is specified in the contract. The Government?s unit prices are in-place costs, which shall include, but not limited to, all direct and indirect costs for labor, equipment, tools, transportation (i.e., travel time to and from the site of work and other transportation costs such as pick-up trucks, etc.), records, reports, overhead, profit, taxes, insurance, and cost estimates. There will be no adjustments made to the listed unit prices after contract award. The Contractor?s coefficient will be multiplied by the unit price from the Unit Price List for the line item ordered. This amount will be multiplied by the quantity to obtain the line item amount. The NAICS Code for this procurement is 238320 and the annual size standard is $12.0 million. Estimated cost: between $5,000,000 and $10,000,000. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. All interested offerors shall register at the website to ensure that they are notified of updates or amendments to the solicitation as they occur. No other notice of solicitation activity will be provided to interested offerors. The proposed contract is limited to qualifying 8(a) firms in the Honolulu District of the Small Business Administration. The Government will not consider offers from other than 8(a) firms or from 8(a) firms outside of the Honolulu District. 8(a) firms that are not serviced by the Honolulu District Office, but have a verifiable office and employees located within the geographic area served by the Honolulu District Office at the time of this FEDBIZOpps/E-Sol announcement, are also eligible to submit offers. An 8(a) firm not serviced by the HDO must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers. The solicitation utilizes source selection procedures, which require offerors to submit a technical, past performance and experience information, and price proposal for evaluation by the Government. Proposal receipt date is approximate. During the term of the contract, the Government may authorize customers to use purchase cards to order and pay for work under task orders. This process will be implemented by a modification to the contract. Task orders and payments shall not exceed the limits specified by the modification. Upon issuance of the modification, the Contractor shall comply with the requirements.*****
