- THIS SOLICITATION IS HEREBY BEING ISSUED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. This procurement is for the award of a Construction contract. It consist of the construction of a MEDICAL-DENTALCLINIC REPLACEMENT, MARINE CORPS RECRUIT DEPOT, PARRIS ISLAND, SC. This project is for the Medical-Dental Clinic Replacement, at the Marine Corps Recruit Depot, Parris Island, South Carolina. The work on the new building consists of fully sprinklered steel frame construction with concrete masonry and brick veneer exterior walls. Roofing is a combination of modified bitumen and standing seam metal. Finishes include painted drywall, carpet, VCT and acoustical tile. Mechanical HVAC, plumbing, electrical, landscaping, site work and incidental related work is included. The work includes demolition of the existing medical clinic. The existing Recruit Medical Clinic, the adjacent Dental Clinic and In-processing Barracks will all remain in operation during the entire construction period. Protection and security of existing buildings and contents and the relocation of existing clinic furnishings will be required. All utility outages must occur after normal working hours and on weekends. Extreme care must be taken to eliminate any noise producing operations that might be disruptive to graduation activities occurring on Thursday afternoons and Friday mornings. The estimated price range for this project is $18,000,000 to $22,000,000 with a total construction schedule of 945 calendar days from the date of contract award. There are two phases. Phase 1 is the primary construction of the new building with 735 calendar days to completion. Phase 2 is the completion of the remaining work. Phase 2 has a schedule start day of calendar day 765 and a completion day of 945. The liquidated damages for this project for Phase 1 are $9,200.00 per calendar day of delay. The liquidated damages for this project for Phase 2 are $950.00 per calendar day of delay. Proposals will be evaluated using source selection procedures that will result in award of a firm-fixed price construction contract to the responsible proposer whose proposal, conforming to the solicitation, is the BEST VALUE to the Government, price and technical factors considered. Technical Factors are FACTOR A-Past Performance; FACTOR B-Small Business Subcontracting Effort; FACTOR C-Technical Qualifications and FACTOR D-Scheduling and Management Approach. Contractors will be required to submit technical and price proposals for the project. Price proposals will include total evaluated price, such as, base proposal, options, and evaluation of scope options within the Government?s published budget for award. The Government reserves the right to: reject any or all proposals at any time prior to award; negotiate with any or all offerors; award the contract to other than the offeror submitting the lowest total price; award to other than the offeror submitting the highest technically rated; and award to the offeror submitting the proposal determined by the Government to be the most advantageous BEST VALUE to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND SELECT OFFERORS WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. The Government intends to issue the Request for Proposals, RFP, electronically by posting it on the NAVFAC website, http://esol.navfac.navy.mil., on 1 September 2004. Proposals will be due on 13 October 2004. Offerors must register themselves on the Internet at http://esol.navfac.navy.mil. The RFP, including the plans and specs, will be posted on the NAVFAC web site for viewing and downloading, although the download time may be excessive. The official plan holders list will be maintained on and may be printed from the web site. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors MUST also be registered in the Contractors Central Registration, CCR, in order to participate in this procurement. The website for CCR is http://www.ccr.gov.
