- Description
- The Government intends to negotiate a Firm Fixed Price Contract to overhaul, repair, and rebuild 8 inch and 10 inch Emco-Wheaton Hydraulic Marine Loading Arms at Craney Island and Yorktown as required by the Craney Island Fuel Department, Portsmouth, VA. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System code is 488310, Port and Harbor Operations. The repairs will be made to three (3) 10 inch Marine Loading Arms and one (1) 8 inch Marine Loading Arm at Yorktown pier; four (4) 8 inch Marine Loading Arms at Craney Island North D pier; four (4) 8 inch Marine Loading Arms at Craney Island South D pier; and three (3) 8 inch Marine Loading Arms at Craney Island C pier. In addition, services will include replacing hydraulic console at Yorktown pier, install 8 inch camlock flanges on ten (10) inch loading arms at Yorktown, repair the hydraulic console at Craney Island South D pier, and troubleshoot and repair as required the hydraulic consoles at North D and C piers. The repairs will be completed in two phases. The first phase will consist of four (4) 8 inch loading arms on South D pier, one (1) inoperable 8 inch loading arm from North D pier, one (1) 8 inch loading arm from C pier and three (3) 10 inch loading arms from Yorktown. Second phase will consist of remaining loading arms and additional services. Each phase should take approximately 6 months with completion of the entire requirement in 12 months. The contract resulting from this solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and other factors considered. The offeror?s proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified. In accordance with the provision at 52.212-2, Evaluation ? Commercial Items, the quote will be evaluated on past performance that documents repair work on Emco-Wheaton Hydraulic Marine Loading Arms; self-certification of personnel with prior experience in the repair, maintenance, and overall of all components of the Emco-Wheaton Loading Arms; and self-certification of access to a repair facility where the repair work can be completed. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal.
