- NAICS Code: 813920 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with the University of California, Davis for sponsorship of the Institute of Transportation Studies. The institute is sponsored by a unique collaboration of auto manufacturers, energy companies, fuel cell companies, the State of California, and other Federal Agencies. As a sponsor of the institute, US EPA will participate and share in the information and experiences generated during research conducted on the transition to a hydrogen economy in the U.S.. The primary focus of the research is the manufacture, storage, and distribution of hydrogen for use in fuel cell vehicles, but non-FC, stationary, and off-road vehicle markets and applications will also be fully considered to the extent they might influence hydrogen infrastructure investments. The University of California, Davis is the administrator of the Institute of Transportation Studies. Sponsorship will allow EPA access to key national stakeholders in the hydrogen fuel cell dialog, participation by EPA staff on working group teams, early access to non-proprietary data, reports, and documents prepared and released by ITS-Davis, access to site visits, tours, demonstrations, and participation in hydrogen fuel cell marketing, public awareness, communications, and education outreach programs and products. The EPA believes that the University of California, Davis is the only firm able to provide access to the Institute of Transportation Studies and provide a forum with auto manufacturers, energy companies, fuel cell companies, the State of California and other Federal Agencies to discuss research on the manufacture, storage, and distribution of hydrogen for use in fuel cell vehicles. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the required access to the research conducted by ITS-Davis may submit appropriate documentation to establish the potential of delivering the research. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
