- GSA/FTS proposes to purchase an unlimited 5 year license for access to various CME online training as specified in the attached SOW. Interested parties should contact the below POC or Ms. Lucy Cavazos at lucy.cavazos@gsa.gov. Proposals must be submitted through the GSA Information Technology Solutions Shop at http://it-solutions.gsa.gov. AMEDD Online Continuing Education And Training Statement of Work For The Department of Nursing Department of Nursing Science Army Medical Department Center and School Fort Sam Houston, TX 78234 28 July 2004 C.1 Scope of Work. The AMEDD requires a contract to provide On-line Continuing Education (CE) and training for United States Army Medical Department Nurses. This purpose of this Statement of Work is to obtain a license to allow unlimited access to proprietary Critical Care Orientation and Training Programs for U.S. Army Medical Department personnel. C.1.2 Background. The Army Medical Department (AMEDD) is transitioning to an e-business model for healthcare provision and business support that can be improved through technology. Technology-enhanced learning has become a cost-effective, high quality method for personnel to receive to meet their mission requirements. This statement of work outlines the AMEDD?s requirements for providing continuing education (CE) through technology-enhanced learning. C.1.3 Technical Environment. C.1.3.1 Hours of Operation. As a result of purchasing a license, the contractor will provide unlimited access 24/7/365 (24 hour-7 day a week-365 days) access to Army Medical Personnel, including federal holidays, and closures due to emergencies or inclement weather. A tour of duty shall be established with the Chief, Department of Nursing Technical Manager (TM) and the Contracting Officer Representative (COR) upon contract award. The contractor will notify the government TM and COR if the site is down for more than two hours. The Government has the right to seek reimbursement if site is down for more than 48 hours for reasons other than scheduled maintenance. Maintenance in excess of 48 hours will be coordinated and agreed upon by the government TM and the COR. C.1.3.2 Place of Performance. The place of performance is designated to be the contractor?s location. C.1.3.3 Period of Performance. The period of performance is 5 base year. This contract will be incrementally funded. C.1.3.4 Travel. C.1.3.4.1 Travel Security Briefing. A travel security briefing is not required or applicable to this SOW. C.1.3.4.2 Guidance. The contractor will be reimbursed for any travel related to any task described in this SOW to include training for site administrators and managers. C.1.3.4.3 Contractor Identification. AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? The government will provide the contractor with appropriate credentials while performing any duty or task at any government installation. C.1.4 Personnel Requirements. Personnel to maintain and provide services as required in this SOW is the sole responsibility of the contractor. The Government will provide appropriate POCs for the contractor as required in this SOW. C.1.4.1 Conduct of Personnel. The contractor will abide by all regulations and rules while on a government installation. C.1.4.2 Contracting Officer Representative (COR). C.1.4.3 Technical Manager. C.1.4.4 GSA Project Manager C.1.4.5 GSA Contracting Officer AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? C.1.5 Security Requirements. C.1.5.1 Safety and Accident Prevention. Safety and accident prevention education is not applicable to any task in this SOW. C.1.5.2 Security and Fire Prevention. Security and fire prevention education is not applicable to any task in this SOW. C.1.5.3 Security Environment. Security environment education is not applicable to any task in this SOW. C.1.5.4 Security In-Briefing. Security in-briefing is not applicable to any task in this SOW. C.1.5.5 Security Badges. The contractor will be provided by the government with appropriate credentials while performing any duty or task at any government installation. C.1.5.6 Program Implementation. Contractor shall provide assistance to the government with set-up responsibility, system configuration and hosting as required to establish government access as described in this Statement of Work. Contractor will: C.1.5.6.1 Provide site license agreement and end user registration requirements with proposal. C.1.5.6.2 Countersign site license agreement and return fully executed document to the Contracting Officer for government review and acceptance NLT 10 days after award of contract. C.1.5.6.3 Provide program access information to site administrator and managers NLT 10 days after award of contract. C.1.5.6.4 Provide program access information to site administrators and managers within 5 days of award of contract. C.1.5.6.5 Schedule training for site administrators and managers NLT 10 days after the award of contract. C.1.5.7 Billing Instructions. The period of performance is 5 base year. This contract will be incrementally funded. C.1.5.8 Privacy Act. Access to information subject to the provisions of the Privacy Act is not normally required; however, it is required when diagnosing and repairing site software, this includes documents awarding credits for training to users. The contractor and all personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. C.1.5.9 Proprietary Statement. Contractor must own and operate a proprietary web-based e-learning Critical Care Orientation Program. The government desires top purchase a license from contractor to use and or access such training by remote access in accordance with the terms and conditions of this Statement of Work. AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? C.1.5.11 Prohibited Employees. The Contractor shall not employ any former military member or civilian employee of the United States Government if such employment would be in violation of law or the Standards of Conduct contained in AR 600-50 or DOD Directive 5500.7 C.2 Definitions. Not Used. C.3 Contractor Responsibilities/Furnished Items. The contractor shall provide personnel with the knowledge, skills and abilities to perform tasks listed at section C.5 of this SOW. 1. The contractor will provide continuing medical education as an ACCME-accredited provider for all who access its site for CME. 2. The contractor will provide continuing education programs that are current and accredited by the appropriate accrediting bodies for that profession in the following subject areas. The government will be notified within 90 days in advance of any changes to lesson modules. 4. The government will be notified within 30 days of downtime for site upgrades, and technology enhancements. 5. Each of the programs will be accredited for a minimum of one full contact hour (at least) of Continuing Education. 6. Each program will be developed with a multidisciplinary approach in an Educational Design, Level One format (Instructor Lead). 7. The contractor will provide a program syllabus outlining the learning objectives as well as individual labels for each individual program videotape or CD-ROM which lists the title, the discipline, the program number and the date on which accreditation expires. 8. The contractor will provide access to all past program syllabi for the previous 24 months via its website to allow printing of individual syllabus directly from the Internet. 9. The contractor will provide no less than 24 hours per day of CE and CME programs available over the Internet in a format that can be viewed by all users. The only exception when availability may not achieve 24 hours in a day will be for schedule maintenance. AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? 10. The contractor will notify the COR via email of any unscheduled downtime. The notification will include the time at which the incident occurred. After the system and website has been re initialized and is operating normally, the contractor will email the COR the time at which the system and website became available and the cause of the scheduled downtime. 11. The contractor will maintain current CME and CE educational stewardship for each discipline for which it offers accredited programming, as well as maintaining at its headquarters location, all hard copy CE records of the program participants. 12. The contractor will use 128-bit encrypted security (or equivalent) and password protection of all data. Contractor must have demonstrable experience in this area at the time of award. 13. The contractor will make available all CME/CE content through its own internally managed Internet website to AMEDD sites who select the Internet as a delivery mode. Such content will be available 24 hours per day, 7 days a week through the Internet. On-line servers and appropriate Internet bandwidth from the contractor?s Internet connection will be provided and expanded on as needed to provide a comfortable level of service for connecting military participants. Courseware will be viewable by Internet Browser on multiple platforms and provided in multiple formats (i.e., QuickTime, Realplayer, Flash etc). On-line evaluation and post-test capability will be provided as well as the ability to request and print a Certificate of successfully completed courseware. 14. The website availability requirement allows a maximum of 4 hours maintenance down time per month, scheduled during non-peak usage hours. The contractor will post notification of down time and email the notification to the COR at least 48 hours in advance. The contractor will provide a list of maintenance activities that will be taking place during the downtime. 15. The minimum hardware and software requirements for the student to use the services in this contract are: General Requirements Connection to Internet: 56k modem or higher Internet Web Browser: Internet Explorer 3.0 or higher or Netscape Communicator 3.0 or other browser with similar capabilities One of the following: QuickTime, Realplayer, Flash or Windows Media software. All necessary software will be provided on-line free of charge from the Contractor?s website. The Government shall provide workspace, computer resources, telephone service, and office supplies necessary to perform the duties specified in this Statement of Work while the contractor is performing work on a government installation. The contractor shall have access to Government regulations and technical manuals. C.5 Tasks. The scope includes providing continuing medical education and the full continuum of associated support functions as an Army Medical Department site license. Task #1 ? CE Programs. Provide to AMEDD personnel the following education and support functions: continuing education (CE) programs, student registration, distributing the courses through multiple technology-enhanced modalities, post-testing, and certificates of completion. This task will include the following requirements: A. The CME/CE program will provide education for the following areas: Module Title Associated Assessment Care of the Patient with Cardiovascular Disorders Care of the Patient with Cardiovascular Disorders?Module Assessment Care of the Patient with Endocrine Disorders Care of the Patient with Endocrine Disorders?Module Assessment Care of the Patient with Gastrointestinal Disorders Care of the Patient with Gastrointestinal Disorders?Module Assessment Care of the Patient with Hematological Disorders Care of the Patient with Hematological Disorders?Module Assessment Care of the Patient with Multisystem Disorders Care of the Patient with Multisystem Disorders?Module Assessment Care of the Patient with Neurological Disorders Care of the Patient with Neurological Disorders?Module Assessment Care of the Patient with Pulmonary Disorders Care of the Patient with Pulmonary Disorders?Module Assessment Care of the Patient with Renal Disorders Care of the Patient with Renal Disorders?Module Assessment Introduction to Critical Care Nursing B. The CE programs will be made available through the Internet. Other deliveries may be acceptable if agreed to by the government prior to award of contract. C. The CE Programs will meet all requirements regarding accreditation, updates, quantities, promotional materials and Internet testing, no matter which delivery mode is selected. AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? D. The contractor will provide student registration through Internet or intranet access. Each registered student will be provided with a unique identifier. E. The contractor will provide the capability for the student to complete a course evaluation and post-test. The student will have the option to take the post-test via the Internet, as described below, immediately after viewing the program. Healthcare professionals must have the option to enter their test answers on the Internet, where the test is instantaneously graded and certificates are printed immediately. Healthcare professionals who wish to record their answers on paper must submit the test to the facility point of contact. The paper tests will be graded by the contractor and credit is issued, along with a certificate issued by contractor, within six weeks of post-test submission. F. Students will have the option to access their confidential personal CE transcripts detailing the programs taken and credit earned. These reports are printed directly from the student?s computer. CE certificates for previous programs taken (to replace lost copies) will also be printable immediately from the Internet. The site POC is also allowed access to the records, via the Internet, of all participating students in that unit to maintain files and to monitor usage of the program by individual or by separate disciplines. Task #2 - Administrative Support. Provide administrative support for setting up and supporting each AMEDD site. This task will include the following requirements: A. The contractor will designate an individual as its contract program manager who will serve as the contractor?s representative. B. The contractor will provide an Internet-based orientation program for site coordinators. This program will be accessible 24 hours a day, 7 days-a-week, 365 days, and will provide an overview of the CE Programs and ensure that all departments and staff understand how to achieve maximum participation in the education programs. Task #3 ? Customer Service and Help Desk. The contractor will provide help desk support to site administrators, managers and students to resolve technical problems. This task includes the following requirements: A. The contractor will maintain a customer service department including a help desk to be available on a 24-hour a day, 7 day-a-week, 365 day basis to support the education programs and provide technical assistance and resolve problems for students, site administrators, and managers. B. Customer service will be accessible through a contractor provided toll-free number and the Internet. C. The contractor will provide electronic reports within 10 business days after the last day of each month to the COR detailing the support provided over the course of the most recently ending quarter. The report will include the number of help desk or service calls received, the calls aggregated by appropriate categories, the calls aggregated by the hour during a 24-hour day, and the top 5 most common issues. Task #4 - Usage Reports. The contractor will provide usage data reports as requested by the government. The task includes the following requirements: A. The contractor will provide reports (including usage and customer satisfaction) in a format to be determined by contractor and the government. All of the following usage and metric requirements will be broken down by Medical Treatment Facility, Active vs. Reserve Corps and discipline if applicable. Number of CE hours obtained Number of CE hours obtained Number of CE courses completed Number of personnel obtaining CE hours 1. The contractor will provide the data that was used to create the reports. The data will be submitted using Microsoft Excel and will include the SQL query that generated the data. 2. Maintain an Internet database to receive all registration, usage reporting, testing, and evaluation data (as further described below). Task #7 ? System Administration. The task includes the following requirements: A. The contractor will provide a secure website with one or more links that when clicked will activate one or more queries. B. An on-line usage tracking and reporting system will be available through the Internet. Site POCs will have the ability to view/sort by participant (individual use/non-use), discipline and on-line viewing usage (viewed programs and non-viewed programs Task #8 ? Information Assurance and Security Conformance. A. The contractor will safeguard all information pertaining to the AMEDD, its students, its participants and its courses. B. The contractor will demonstrate, its level of information assurance and security by attaining documentation detailing that the contractor has established an appropriate level of security conforming to DoD standards. C. The contractor will, host all AMEDD courseware and all information related to students participating in AMEDD courses solely within the established secured environment. C.5.1 Technical Support. Maintenance of the site is the sole responsibility of the contractor. C.5.2 Project Status Reports. A monthly status report is due by the 10th day of every month. The monthly report will include information about the following: Summary of all activities pertaining to all tasks in this SOW for the past month. List of major issues resolved during the past month and all outstanding issues. List of risks to be addressed and risks that have been mitigated. Customer service and help desk reports (task #3) Usage reports (task #4) C.5.3 Lab/Hardware Support.. All Lab/Hardware Support is the sole responsibility of the contractor. AMEDD Online Continuing Education And Training Statement of Work For Department of Nursing Cont? C.5.4 Technical Quality Assurance. The contractor shall provide a qualify assurance plan outlining policies and procedures for maintaining quality in tasks performed and products provided. It shall include the level of escalation and involvement of management personnel to resolve issues. C.5.5 Quarterly IPR Requirements. I-process Reviews and meetings will be coordinated and agreed upon by the contractor and TM. C.5.6 Pre-performance Conference. A meeting will be scheduled at least within five days of contract award discuss the SOW, technical tasks, to introduce points of contact on the government and contractor sides, and the roles each will play. C.5.7 Project and Resource Management. The contractor will manage all projects and related resources pertaining to all tasks in this SOW. C.6 Deliverables: The contractor will deliver by the 10th of every month the monthly project status report as described in section C.5.2 for the previous month. The contractor will provide within 15 business days after the end of each quarter an In Process Review (IPR) (as agreed upon by contractor and TM). The IPR is to be presented to the Department of Nursing at Fort Sam Houston or as agreed upon by contractor and the TM. C.7 Definition of Terms. A. Army Medical Department (AMEDD) enterprise license is the provision of services within this statement of work to Army Medical Department personnel. The license includes AMEDD Nursing personnel in Active and Reserve granted a site license through this SOW. B. AMEDD Administrators. These are the individuals serving as the liaison between the contractor and the AMEDD who provide management and oversight over this contract or provision of its services. The AMEDD administrators may be the technical administrators, managers, representative for this contract or other designee(s) serving the AMEDD?s interests. C. A continuing education unit (CEU) is defined as education that has been issued in response to a healthcare professional participating in an accredited program and satisfactorily completing the post-test that accompanies each of the programs. D. Continuing education (CE) is a global term referring to continuing professional education for all healthcare providers. E. Site Administrators/Managers. This is the individual who represents his/her unit or organization to serve as liaison between the unit and the contractor for site-specific issues, such as site setup, troubleshooting, receiving reports, managing student actions, and like functions.
