- “This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.” The Naval Undersea Warfare Center,(NUWC) Division Newport, RI intends to place a sole source contract with Seacon Phoenix Inc. for connector assemblies and connector assembly components to be used for U.S. Submarine Outboard Cable Assemblies. All connector assemblies/components shall conform to the requirements of the individual drawings/specifications and MILSPECS, NAVSEA S9320-AM-PRO-020/MLDG and NAVSEA S9320-AM-PRO-030/MLDG fabrication provided as Government Furnished Information in the solicitation. Award will be by LOT and quantity will vary from (1) to (500). Required delivery will be specified in the solicitation which will be released on or about May 17, 2004. F.O.B. Destination Naval Station Newport, RI. An Indefinite Delivery-Indefinite Quantity contract with Firm Fixed Pricing is expected for a five year period. Seacon Phoenix is the only NAVSEA qualified company that has undergone and passed extensive First Article Qualifications for some of the specific components and connector assemblies required. As a result, some of the drawing packages are source controlled drawings and include proprietary data from Seacon Phoenix. The use of the drawings containing proprietary information is imperative for fabrication of the connector assemblies. The qualification process would take approximately two years for another company to complete. NAICS is 332999, size standard is 500 employees. All other sources must have demonstrated that their products meet the standards prescribed for qualification. Note 22 applies.
