- This combined synopsis/solicitation is hereby amended to add the following set of questions and answers: Format and Content 1. What would be preferred formats? Is SF 3? a preferred format or an individual proposal There is no preferred format. 2. Would you rather see past work experiences in tables, paragraph, or individual page formats However way you prefer. 3. Do you want full resumes, paragraph bios, or tables for personnel qualifications We would need enough information to determine you meet the qualifications. 4. Are there any specific forms or formats to be included other than SF 1449 Just the attached Representations and Certification required. Scope 1. Do you have any further indications of the dollar value of contracts to be let? No. 2. Do you have any indication of the total number of tasks or task orders to be let per contract We'll try to divide the work up so the qualified firms can get the work done within the specified timeframe. 3. Will task assignments be grouped geographically to allow greater efficiency We will try to do this. 4. What kind of turn-around will be required for tasks? Will the standard 60 day turnaround for issuing a Certified Wetland Delineation apply for all determinations under this contract? Will all tasks in a task order be due concurrently or staggered We expect the work to begin by the date specified in the solicitation but this does not mean that every site would have to be started by the specified date. The work can be staggered so long as the contract is completed by the specified date in December. Technical 1. The solicitation notes that experience and training in the COE manual are required, but also requests familiarity with Swamp Buster provisions. Does this mean that some delineations under this contract may be conducted using the COE manual and some may be conducted using the NFSA Manual? Is this interpretation correct All delineation will be done using the COE Manual, however we would like for contractors to have familiarity with NAFSAM so that they understand issues such as Prior Converted, Abandonment, etc. 2. The solicitation refers to a requirement for COE Regulation IV course completion. Does this include any of the COE accredited Basic Wetland Identification and Delineation courses offered by the numerous training institutes such as the Wetlands Training Institute? If not, what is the specific Regulation IV requirement Yes, the soliciation was amended to accept training equivalent to the Reg IV course. 3. Are there preferred electronic formats for the electronic files of the GPS coordinates? ASCII, Northing & Easting, lat/long, comma delimited. 4. Is the NRCS Wetlands 4 Toolkit the required tool for submitting data? Can this be used to develop the Certification package for NRCS? No, the wetland module in Toolkit does not need to be used. 5. Will both hard and electronic copies of data sheets, letters be required. If so, what formats would be acceptable for data sheets (i.e., Word, Adobe, Wetland 4.1, etc Yes, both hard and electronic, Word
