Description
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration through the Program Support Center, Center for Substance Abuse Treatment plans to award an 6 month sole source Simplified Requirement. The intended source is Columbia University, New York, New York. This requirement is designed to assist the Center for Substance Abuse Treatment (CSAT) in better understanding innovative models for educating physicians on the uses of buprenorphine by implementing a process of integrating opioid addiction treatment into mainstream medical practice. This requirement will promote buprenorphine treatment for opioid dependence in hospital settings by facilitating development of new educational models aimed at increasing provider knowledge and endorsement of this type of treatment option to practicing physicians and physicians-in-training. The objectives of this requirement is to assist CSAT in educating a process of integrating opioid addiction treatment into mainstream medical practice by developing a new model of educating physicians in the use of treating opioid addiction via Burpenorphine. And to assist CSAT in achieving its goal of 6000 DATA trained physicians by providing trainings that will educate physicians and clinicians in the practical use of buprenorphine in office-based settings. And also to furnish CSAT with a report detailing the contractor?s assessment and evaluation of the program. The specific of this requirement is to 1) to develop an educational program aimed at developing a hospital-based program of education that will increase the number of DATA waiver-eligible physicians. 2) To coordinate and deliver formal eight hour buprenorphine trainings utilizing CSAT-endorsed curriculum that will take place within a seventy-five mile radius of New York City that includes New York State, Connecticut, and New Jersey support. 3) To provide a venue for DATA trainings that can be easily accessed by practitioners in any region. 4) To market the trainings to local physicians, residents, and medical students within any metropolitan area. 5) To provide trainings that will cost effectively educate physicians and clinicians in the practical use of buprenorphine in office-based practice by demonstrating and reviewing a hands-on setting in which the clinician will observe the process of induction on buprenorphine including the patient interview, eligibility, documentation requirements, opiate withdrawal assessment, buprenorphine dosing, and administrative aspects of buprenorphine treatment in an office based setting. 6) To provide a program evaluation of the program that will include surveys of clinicians completing the offered training to determine perception of training quality, likelihood of undertaking practice with buprenorphine, barriers to buprenorphine practice, numbers of trainees who obtain waivers, number of physicians prescribing buprenorphine, and treatment rendered. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. NO SOLICIATION IS AVAIABLE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
