- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 2. Solicitation number FA4416-04-T-0063 is as a request for quotation. 3. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2001-24, & Class Deviation 2004-o0003 and DCN 20030625. 4. This acquisition is a 100% Small Business Set aside. If there is no offers received from small business concern, this acquisition for small business set-aside may be dissolved and the acquisition open to all responsive bidders, NOTE: this acquisition will not be reposted to the Electronic Posting System if the acquisition is dissolved for 100% small business consideration. The NAIC Code is 333298 and the Size Standard is 500 employees. 5. The solicitation contain one line items as follows: CLIN 0001 MFG: Wood master, Drum Sander MFG P/N Model 5075 or Equal, Volts: 230, Variable Feed Rate: 0-16 Feet per minute, Drums: 6? steel drums, Dust Collector: 5 HP 230V, dust collector with minimum 4900CFM at 17? static pressure, 2 bag system with 1 micron filter bag and replacement filters, Accessories to be included: Sand paper for the drum sander, 3 each 25 yd x 6? with rolls (220, 150, 120, 100, 80, 60, 40, grit). 6. Place of Performance: Andrews AFB, MD. FOB Destination 7. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Multiple offers and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single contractor. All inquiries or questions pertaining to this solicitation must be submitted in writing by the concern party at least 2 business days prior to closing date. 8. The government will review all offers for completeness. The Government will award a purchase order resulting from this RFQ to the most responsive, responsible offer whose offer is the most economical and subject to the Availibility of Funds. 9. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. FAR 212-3 can be downloaded from the Internet: http://farsite.hill.af.mil/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration, DRARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Nov 1995); and DRARS 252-225-7000, Buy American Act-Balance Payment Program Certificate (Apr 2003) with the quotation. 10. All FAR Clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsiste.hill.af.mil/ or http://www.arnet.gov.far/. The following FAR clauses are applicable: FAR 52.212-4, Contract Terms and Conditions Commercial Items, with addendum; FAR 52.211-6 Brand Name or Equal and 252.232-7003 Electronic Submission of Payment Request. 11. The Claue at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisitions. 12.
