Description
The US Geological Survey has a need to connect to the Next Generation Internet exchange, D.C. (NGIX,D.C.) and to Internet2's Abilene network. The NGIX is an electronic meeting place for a large number of federal networks that USGS has a need to collaborate with. The Abilene network, operated by the University Corporation for Advanced Internet Development (UCAID), is a world wide network of higher education universities, research networks, and non-profit research entities for which USGS needs connectivity to for research collaborations. The sole middle Atlantic connection point for the NGIX and UCAID connector is at the Mid-Atlantic Crossroads (MAX) located at the University of Maryland in College Park, Maryland. A single connection to MAX serves to carry both the NGIX and the Internet2 Abilene traffic. The USGS requires a 155 megabit per second connection to accommodate the combination of NGIX and Internet 2 traffic. The University of Maryland is the only source of access to the Mid-Atlantic Crossroads. Due to this limited availability, this requirement will be met through a sole source contract for one base year and four option years with the University of Maryland. This service will be utilized by the USGS scientific community for collaborative information exchanges with other scientific and research organizations. Based on the information available at this time, and in accordance with 41 U.S.C. 253 ( c ) (1), implemented by FAR 6.302-1, the government considers the service specified as a sole source from the University of Maryland. Should additional sources be identified, they will be considered. Firms who feel that they can furnish the required service are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and other information/material which corresponds to the requirement. This information will be evaluated and used to determine if competitive opportunities exist. This notice represents the Governments only official notice for this procurement.
